Abstract
Untuk mengelola kebutuhan akan air bersih, dibutuhkan Perusahaan Daerah Air Minum (PDAM) guna memenuhi kebutuhan pokok yang sehat, bersih, dan produktif. PDAM Delta Tirta merupakan salah satu PDAM yang bertanggung jawab mengelola air bersih untuk memenuhi kebutuhan masyarakat di Kabupaten Sidoarjo. Berdasarkan Permen PUPR 26/PRT/M/2014 untuk mengalirkan air baku yang telah diolah di unit produksi terdistribusi sampai ke daerah pelayanan sesuai dengan standar pelayanan yang telah ditetapkan. Namun, tidak memungkiri masih terdapat beberapa kawasan yang aliran jalur pipanya masih belum terdistribusikan dengan baik seperti salah satu kecamatan yang ada di Kabupaten Sidoarjo, yakni Kecamatan Buduran. Oleh karena itu diperlukan perencanaan jalur pipa yang optimum. Pada penelitian ini dilakukan penentuan bobot parameter dalam menentukan jalur menggunakan Analytical Hierarchy Process dan perencanaan jalur pipa yang optimum menggunakan metode Least Cost Path, kemudian hasil dari perencanaan Least Cost Path tersebut dibandingkan dengan jalur pipa eksisting. Berdasarkan penelitian ini diperoleh bobot parameter untuk jalan 0,26; sungai 0,05; tutupan lahan 0,08; kemiringan lereng 0,10; arah hadap lereng 0,09; dan daerah rawan bencana 0,42. Berdasarkan hasil pembobotan tersebut diperoleh peringkat biaya rendah, sedang, dan tinggi untuk penentuan lokasi perencanaan jalur pipa. Kemudian didapatkan hasil perencanaan jalur pipa yang optimum. Dari hasil tersebut terbukti hasil jalur pipa menggunakan metode Least Cost Path lebih optimum dibanding pipa eksisting dengan panjang jalur 1 metode Least Cost Path adalah 3,2 km sedangkan panjang jalur eksistingnya adalah 5,8 km. Untuk panjang jalur 2 metode Least Cost Path adalah 3,5 km sedangkan panjang jalur eksistingnya adalah 5,5 km.

PDAM is needed to fulfill healthy, clean, and productive basic needs. PDAM Delta Tirta is one of the PDAMs that responsible to managing clean water for society in Sidoarjo City. Based on PUPR Ministerial Regulation 26/PRT/M/2014, the clean water that has been treated in the production unit is distributed to the service area in accordance with the service standards that have been set. However, there are still some areas where the pipeline flow is still not well distributed, such as Buduran District in Sidoarjo City. Therefore, optimum pipeline planning is required. In this research, parameter weights were determined in determining the path using the Analytical Hierarchy Process (AHP) and the optimum pipeline planning using the Least Cost Path method. Then, the results of the Least Cost Path planning are compared with the existing pipelines. Based on the results of data processing, the parameter weight for the road is 0.26; river is 0.05; land cover is 0.08; slope is 0.10; aspect is 0.09; and disaster-prone area is 0.42. Furthermore, based on weighting results, the cost surface is divided into 3 classes such as low, medium, and high for determining the location of pipeline planning, After that, the optimum pipeline planning results are obtained. Based on the results of the analysis, the results of the pipeline using the Least Cost Path method are more optimum than the existing pipeline, with path length 1 method Least Cost Path is 3.2 km, while the length of the existing line is 5.8 km. Then, the length of line 2 for the Least Cost Path method is 3.5 km, while the length of the existing line is 5.5 km.
