Abstract

Pengendalian kehilangan air melalui pembentukan DMA menjadi salah satu kegiatan yang dilakukan Perusahaan Daerah (Perumda) Air Minum Kota Padang dalam rangka meningkatkan kinerja operasional dan pelayanan. Pemantauan dan pengendalian debit, tekanan dan kehilangan air lebih mudah dilakukan pada DMA. Namun, beberapa DMA di Perumda masih memiliki persentase Non-Revenue Water (NRW) di atas target nasional (25%), yaitu DMA 04 Pusat (28,29% atau 25.181 m3) dan DMA 06 Utara (56,23% atau 39.096 m3). Berdasarkan Neraca Air Agustus 2023, kehilangan air fisik pada DMA 04 Pusat dan DMA 06 Utara masing-masing sebesar 19,30% dan 50,44%. Tujuan penelitian ini yaitu menganalisis kondisi eksisting, menganalisis strategi penurunan kehilangan air serta menganalisis kelayakan strategi penurunan kehilangan air berdasarkan aspek teknis, keuangan dan pelayanan. Pada penelitian ini dilakukan evaluasi kehilangan air pada DMA yang memiliki NRW di atas 25% yaitu DMA 04 Pusat dan DMA 06 Utara. Pemilihan lokasi penelitian menggunakan purposive sampling. Data yang akan digunakan dalam penelitian ini terdiri atas data primer (suplai air masuk ke DMA, fluktuasi pemakaian air, kelengkapan DMA, dll) dan data sekunder (neraca air, peta jaringan, pemakaian air pelanggan, dll). Metode pengumpulan data akan dilakukan melalui observasi dan studi dokumen. Analisis awal dilakukan terhadap kondisi eksisting DMA meliputi kondisi DMA terhadap kriteria pembentukannya, tingkat kehilangan air, dan upaya pengendalian kehilangan air. Jumlah dan penyebab kehilangan air akan diketahui berdasarkan neraca air. Selanjutnya dilakukan analisis terhadap profil hidrolis jaringan distribusi menggunakan software Epanet, hubungan pengendalian tekanan dan penurunan kehilangan air fisik, rencana tindak pengendalian kehilangan air serta penyusunan strategi pengendalian kehilangan air. Kelayakan strategi tersebut dilakukan analisis berdasarkan aspek teknis, keuangan dan pelayanan. Hasil yang diperoleh dari penelitian ini yaitu kondisi eksisting DMA 04 Pusat dan DMA 06 Utara memenuhi kriteria pembentukan DMA berdasarkan variabel yang digunakan. Rencana tindak kegiatan pengendalian kehilangan air komersial meliputi penertiban sambungan ilegal, survey pemakaian pelanggan di bawah 30 m3, survey pelanggan non aktif, kalibrasi meter air, penggantian meter tidak akurat, penggantian meter yang melebihi usia teknis dan rotasi pembaca meter, sedangkan untuk kegiatan pengendalian kehilangan air fisik meliputi manajemen tekanan, active leakage control, dan pengadaan peralatan monitoring tekanan. Berdasarkan pemodelan kondisi eksisting melalui software Epanet, secara umum pengaturan kecepatan putaran pompa melalui VSD cukup tinggi pada DMA 04 Pusat dan DMA 06 Utara. Namun, pengaturan pompa pada DMA 06 Utara ketika jam minimum perlu sedikit ditingkatkan. Kegiatan pengendalian kehilangan air melalui manajemen tekanan mampu menurunkan kehilangan air fisik di DMA 04 Pusat dan DMA 06 Utara masing-masing sebesar 12,82% dan 30,26%. Berdasarkan penurunan tersebut, potensi penambahan pelanggan pada DMA 04 Pusat dan DMA 06 Utara masing-masing yaitu 399 Sambungan Rumah (17,88%) dan 466 Sambungan Rumah (30,29%) sehingga meningkatkan pertumbuhan pelanggan dan cakupan pelayanan Kota Padang sebesar 0,59% dan 4,38%. Investasi kegiatan pengendalian kehilangan air fisik dinyatakan layak berdasarkan perhitungan NPV dan BCR untuk umur proyek 15 (lima belas) tahun, sedangkan Payback Period untuk DMA 04 Pusat dan DMA 06 Utara masing-masing yaitu 1 tahun 5 bulan dan 9 tahun 5 bulan.

Controlling water loss through the establishment of DMA is one of the activities carried out by the Regional Company (Perumda) of Padang City Drinking Water in order to improve operational and service performance. Monitoring and controlling discharge, pressure and water loss is easier to do in DMAs. However, several DMAs in Perumda still have a percentage of Non-Revenue Water (NRW) above the national target (25%), namely DMA 04 Central (28,29% or 25,181 m3) and DMA 06 North (56,23% or 39,096 m3). Based on the August 2023 Water Balance, physical water losses in DMA 04 Pusat and DMA 06 Utara were 19,30% and 50,44%, respectively. The objectives of this study are to analyze existing conditions, analyze strategies to reduce water loss and analyze the feasibility of strategies to reduce water loss based on technical, financial and service aspects. In this study, an evaluation of water loss was carried out in DMAs that had NRW above 25%, namely DMA 04 Central and DMA 06 North. The research location was selected using purposive sampling. The data to be used in this study consists of primary data (water supply into the DMA, water usage fluctuations, DMA completeness, etc.) and secondary data (water balance, network map, customer water usage, etc.). Data collection methods will be conducted through observation and document study. An initial analysis will be conducted on the existing condition of the DMA, including the condition of the DMA against the criteria for its establishment, the level of water loss, and efforts to control water loss. The amount and cause of water loss will be determined based on the water balance. Furthermore, the hydraulic profile of the distribution network is analyzed using Epanet software, the relationship between pressure control and physical water loss reduction, the water loss control action plan and the preparation of a water loss control strategy. The feasibility of the strategy is analyzed based on technical, financial and service aspects. The results obtained from this study are that the existing conditions of DMA 04 Central and DMA 06 North meet the criteria for DMA formation based on the variables used. The action plan for commercial water loss control activities includes controlling illegal connections, surveying customer usage below 30 m3, surveying inactive customers, calibrating water meters, replacing inaccurate meters, replacing meters that exceed technical age and rotating meter readers, while for physical water loss control activities include pressure management, active leakage control, and procuring pressure monitoring equipment. Based on the modeling of existing conditions through Epanet software, in general, the pump rotation speed regulation through VSD is quite high in DMA 04 Central and DMA 06 North. However, pump settings in DMA 06 North during minimum hours need to be slightly improved. Water loss control activities through pressure management were able to reduce physical water loss in DMA 04 Central and DMA 06 North by 12,82% and 30,26%, respectively. Based on this reduction, the potential for additional customers in DMA 04 Central and DMA 06 North is 399 house connections (17,88%) and 466 house connections (30,29%) respectively, thus increasing customer growth and service coverage in Padang City by 0,59% and 4,38%. Investment in physical water loss control activities is declared feasible based on NPV and BCR calculations for a project life of 15 (fifteen) years, while the Payback Period for DMA 04 Central and DMA 06 North is 1 year and 5 months and 9 years and 5 months, respectively.
