Abstract

Kondisi topografi kota surabaya yang relatif landai tidak memungkinkan PDAM Surya Sembada Kota Surabaya menggunakan sistem gravitasi dalam penyediaan air minum, sehingga menyebabkan biaya energi pada tahun 2021 mencapai Rp 409/m3 melebihi biaya energi rata-rata nasional Rp 356,34/m3. Konsumsi energi di Instalasi Pengolahan Air (IPA) Ngagel dan Karangpilang pada tahun 2021 sebesar 90.955.580 kWh, sehingga PDAM harus audit energi secara berkala sesuai dengan Permen ESDM 14 Tahun 2012 tentang Manajemen Energi. Penelitian ini berfokus pada audit energi untuk menganalisis penyebab tingginya biaya energi, mengevaluasi, serta menganalisis efisiensi dan konsumsi energi pada IPA Ngagel I. IPA Ngagel I telah dibangun sejak tahun 1922 oleh Pemerintah Hindia Belanda dengan kapasitas produksi 60 l/det dan telah mengalami peningkatan kapasitas hingga saat ini mencapai 1.800 l/det. Audit energi akan mencakup strategi peningkatan efisiensi energi berdasarkan aspek teknis, keuangan, dan operasional yang mencakup analisis efisiensi pompa, identifikasi konsumsi energi, analisis jaringan distribusi menggunakan software WaterGEMS, serta analisis biaya dan manfaat investasi pada IPA Ngagel I. Hasil dari penelitian menunjukkan faktor penyebab tingginya biaya energi di PDAM Surya Sembada Kota Surabaya adalah inefisiensi pompa distribusi T1 (49,77%), nilai unbalanced voltage pompa distribusi U3 sebesar 0,83%, dan nilai power factor (cos φ) ≤ 0,86 pada pompa distribusi U6, T1, dan T4. Selain itu, terjadi penurunan efisiensi pompa hingga < 55%, pada pompa air baku U6, pompa distribusi U6, T1, S1, dan S2. Beberapa strategi peningkatan efisiensi energi yang dapat dilakukan adalah perbaikan impeller pada beberapa pompa air baku dan distribusi, penggantian pompa distribusi T1, investasi berjangka waktu 15 tahun melalui pengembangan jaringan distribusi pada 5 sub-zona dan pembangunan elevated reservoir yang memenuhi aspek kelayakan finansial dengan payback period kurang dari 7 tahun, serta mengoptimalkan strategi pemeliharaan secara terstruktur.

The relatively flat topography of Surabaya city makes it impractical for the Surabaya City Water Supply Company (PDAM Surya Sembada Kota Surabaya) to utilize a gravity system for water supply. This resulted in the energy costs in 2021 reaching Rp 409/m3, exceeding the national average energy cost of Rp 356.34/m3. The energy consumption at the Ngagel and Karangpilang Water Treatment Plants (IPA) in 2021 was 90,955,580 kWh. Consequently, PDAM has to conduct periodic energy audits in accordance with the Ministerial Regulation of Energy and Mineral Resources No. 14 of 2012 on Energy Management. This research focuses on energy auditing to analyze the causes of high energy costs, evaluate, and analyze the efficiency and energy consumption at Ngagel I Water Treatment Plant. Ngagel I Water Treatment Plant has been in operation since 1922, built by the Dutch East Indies government with a production capacity of 60 l/s and has since increased to the current capacity of 1,800 l/s. The energy audit will encompass strategies for improving energy efficiency based on technical, financial, and operational aspects. This includes pump efficiency analysis, energy consumption identification, distribution network analysis using WaterGEMS software, and cost-benefit analysis of investments in Ngagel I Water Treatment Plant. The research results indicate that the factors causing the high energy costs in PDAM Surya Sembada Kota Surabaya are the inefficiency of the T1 distribution pump (49.77%), an unbalanced voltage value of 0.83% in the U3 distribution pump, and a power factor (cos φ) ≤ 0.86 in the U6, T1, and T4 distribution pumps. Additionally, there is a decrease in pump efficiency to < 55% in the raw water pump U6, distribution pump U6, T1, S1, and S2. Some strategies for improving energy efficiency include impeller repairs for some raw water and distribution pumps, replacing the T1 distribution pump, a 15-year investment plan through the development of distribution networks in 5 sub-zones and the construction of an elevated reservoir that meets financial feasibility with a payback period of less than 7 years, and optimizing maintenance strategies in a structured manner.
