Abstract
Pelaksanaan Program Menuju Indonesia Hijau oleh Kementrian Lingkungan Hidup bertujuan untuk melakukan pemanfaatan tutupan vegetasi dan mitigasi perubahan iklim akibat pencemaran udara. Perubahan kualitas udara dapat disebabkan oleh adanya perubahan alih fungsi lahan seperti adanya kebakaran hutan dan pembangunan area industri atau pabrik di Kabupaten Ngawi. Teknologi penginderaan jauh dapat digunakan untuk memantau perubahan kualitas udara dan mengetahui hubungannya dengan perubahan tutupan lahan. Citra Landsat 7-8 digunakan untuk menghitung konsentrasi parameter kualitas udara SO2, NO2, dan PM2,5 selama tahun 2018-2022 dengan menggunakan hasil regresi linier antara data pengukuran udara ambien dan data PM2,5 global yang tersedia. Citra Setinel 2 digunakan dalam klasifikasi tutupan lahan menggunakan metode Support Vector Machine. Hasil pengolahan data yang dilakukan di Google Earth Engine menghasilkan variasi nilai ISPU SO2 dan NO2 pada tahun 2019 dan 2020 memiliki konsentrasi lebih besar atau kualitas udara memburuk dibanding tahun 2018, 2021 dan 2022. Konsentrasi PM2,5 pada tahun 2018-2022, nilai yang dihasilkan stabil berada dalam kategori ISPU Sedang. Berdasarkan hasil validasi parameter NO2 memiliki akurasi estimasi kualitas udara terbaik dibandingkan SO2 dan PM2,5 dengan akurasi keseluruhan sebesar 88,89%. Hasil klasifikasi tutupan lahan menunjukkan perubahan tutupan lahan mengalami kenaikan di setiap tahunnya. Pada tahun 2019 meningkat sebesar 1,59%, 2020 sebesar 3,41%, 2021 sebesar 2,08% dan 2022 sebesar 2,67%. Pembangunan dapat mencakup kawasan pemukiman, kawasan perdagangan, dan industri pabrik. Berdasarkan analisis hubungan perubahan kualitas udara dengan perubahan tutupan lahan, dapat disimpulkan bahwa peningkatan tutupan lahan terbangun dapat mengakibatkan penurunan kualitas udara. Namun ada beberapa wilayah yang mengalami penurunan kualitas udara namun tidak mengalami peningkatan tutupan lahan pemukiman. Sebab, penurunan kualitas udara juga bisa disebabkan oleh beberapa faktor lain yaitu kebakaran hutan atau faktor cuaca seperti angin dan kelembapan

The implementation of the Program Towards a Green Indonesia by the Ministry of Environment aims to utilize vegetation cover and mitigate climate change due to air pollution. Changes in air quality can be caused by changes in land use, such as forest fires and the construction of industrial areas or factories in Ngawi Regency. Remote sensing technology can be used to monitor changes in air quality and determine their relationship with changes in land cover. Landsat 7-8 images were used to calculate the concentrations of air quality parameters SO2, NO2, and PM2.5 during 2018-2022 using the results of linear regression between ambient air measurement data and available global PM2.5 data. Setinel 2 imagery is used in land cover classification using the Support Vector Machine method. The results of data processing carried out in Google Earth Engine produce variations in ISPU SO2 and NO2 values in 2019 and 2020 which have greater concentrations or worse air quality compared to 2018, 2021 and 2022. PM2.5 concentrations in 2018-2022, the resulting values stable is in the Medium ISPU category. Based on the validation results, the NO2 parameter has the best air quality estimation accuracy compared to SO2 and PM2.5 with an overall accuracy of 88.89%. The results of land cover classification show that changes in land cover have increased every year. In 2019 it increased by 1.59%, 2020 by 3.41%, 2021 by 2.08% and 2022 by 2.67%. Development can include residential areas, trade areas and industrial factories. Based on an analysis of the relationship between changes in air quality and changes in land cover, it can be concluded that an increase in built-up land cover can result in a decrease in air quality. However, there are several areas that experience a decline in air quality but do not experience an increase in residential land cover. This is because a decrease in air quality can also be caused by several other factors, namely forest fires or weather factors such as wind and humidity
