Abstract

Penerapan e-tendering dalam proses pemilihan kontraktor proyek di suatu perusahaan tidak serta merta menjadi solusi dalam meningkatkan kualitas hasil tender. Potensi masalah dalam proses pemilihan dipengaruhi oleh faktor sumber daya manusia, ketersediaan teknologi, dan kondisi organisasi perusahaan. Hal ini berdampak negatif pada kualitas hasil tender. Hasil tender dikatakan berkualitas jika kontraktor yang dipilih telah memenuhi kualifikasi yang disyaratkan dalam dokumen tender, sehingga hasil tender dapat diterima dan ditindaklanjuti dengan baik oleh setiap stakeholder yang terlibat dalam proses tender. Penelitian ini bertujuan untuk menganalisis hubungan antara proses pemilihan kontraktor dengan kualitas hasil tender. Melalui studi literatur dan penyebaran kuesioner, diperoleh hubungan antara keduanya yang dirumuskan dalam model korelasi kanonik. Model tersebut nantinya menjadi dasar penelitian ini yang bersifat konfirmatif, dengan metode kuesioner yang dibagikan kepada personil yang terlibat aktif dalam tender proyek bangunan industri di PT. XYZ. Kuesioner tersebut sebagai alat untuk mengkonfirmasi sudut pandang owner tentang hubungan antara proses pemilihan kontraktor dengan kualitas hasil tender proyek bangunan industri di PT. XYZ. Proses dalam pemilihan kontraktor yang ditinjau yaitu pada tahap penyerahan dan pengecekan dokumen, seleksi dan evaluasi penawaran, serta penentuan pemenang dan sanggahan. Kualitas hasil tender ditinjau dari kesesuaian dengan persyaratan, keberterimaan stakeholder, dan upaya penindaklanjutan hasil tender. Hasil analisis menunjukkan bahwa setiap tahapan dalam pemilihan kontraktor memiliki pengaruh kuat terhadap kualitas hasil tender proyek bangunan industri. Proses seleksi dan evaluasi penawaran merupakan faktor yang paling mempengaruhi kualitas hasil tender, dengan rata-rata keofisien korelasi sebesar 0,863. Evaluasi penawaran yang dilakukan secara adil sesuai ketentuan yang berlaku dapat meningkatkan kesesuaian hasil dengan persyaratan, keberterimaan stakeholder terhadap hasil, dan upaya penindaklanjutan hasil tender.

Implementing e-tendering in the process of selecting project contractors within a company is not necessarily a solution for improving the tender results quality. Potential issues during the selection process are influenced by human resource factors, technology availability, and the company’s organizational conditions. These factors negatively impact the tender results quality. Tender results are considered high-quality when the selected contractor meets the qualifications specified in the tender document, allowing the results to be accepted and effectively followed up by all stakeholders involved in the tender process. This research aims to analyze the relationship between the contractor selection process and the tender results quality. Through a literature study and distribution of questionnaires, a relationship between the two was identified and formulated using a canonical correlation model. This model will serve as the foundation for confirmatory research, utilizing a questionnaire method distributed to personnel actively involved in tendering for industrial building projects at PT. XYZ. The questionnaire serves as a tool to validate the owner’s perspective regarding the relationship between the contractor selection process and the tender results quality for industrial building projects at PT. XYZ. The process of reviewing contractor selection occurs at various stages, including document submission and verification, bid selection and evaluation, and determination of winners and objections. The tender results quality is assessed based on compliance with requirements, stakeholder acceptance, and efforts to follow up on those results. The analysis reveals that each stage in contractor selection significantly impacts the quality of tender outcomes for industrial building projects. Notably, the bid selection and evaluation process emerges as the most influential factor affecting tender quality, with an average correlation coefficient of 0,863. Fair bid evaluation, conducted in accordance with applicable regulations, can enhance result conformity, stakeholder acceptance, and effective follow-up procedures.
