Abstract
Volume lalu lintas di Alur Pelayaran Sungai Mahakam akan meningkat secara signifikan sesuai dengan hinterland Kalimantan Timur yang memiliki potensi arus barang dan muatan (demand) yang menjanjikan. Hal ini terjadi karena ketersediaan Batubara di Kalimantan Timur sangat melimpah, sehingga dijadikan pemasok utama kebutuhan Batubara Indonesia. Namun, terdapat masalah pendangkalan pada ruas-ruas alur pelayaran. Pendangkalan ini disebabkan tingkat sedimentasi yang cukup tinggi yang merupakan sedimen dari kegiatan tambang di hulu Sungai. Pendangkalan ini membatasi ukuran kapal yang masuk dan berdampak pada jumlah kunjungan kapal. Oleh karena itu dilakukan simulasi dinamis dengan bantuan perangkat lunak Powersim dengan tujuan untuk menentukan pengembangan Alur Pelayaran Sungai Mahakam sehingga tetap bisa mengakomodir kapal yang mengangkut komoditas batubara dan komoditas lain yang dilayani oleh alur.. Hal ini juga yang menjadi dasar kapan perlu dilakukannya skenario yang optimal. Hasil penelitian didapatkan pada 2025 Alur Pelayaran Sungai Mahakam mengalami titik kritis pada ruas 2 dan ruas 3 sehingga hanya dapat mengakomodir kapal dengan tujuan ruas 1. Skenario yang optimal adalah pengerukan alur pelayaran yang berdampak terhadap unit cost komoditas batubara sebesar Rp 49.602/ton sedangkan untuk komoditas lainnya terdapat penambahan biaya. Pada komoditas petikemas sebesar Rp 380.381/teus, komoditas general cargo sebesar Rp 14.286/ton, dan komoditas bulk/curah sebesar Rp.14.777/ton.

The traffic volume on the Mahakam River Navigation Channel is expected to significantly increase in accordance with the promising demand for cargo and freight from the East Kalimantan hinterland. This growth is attributed to the abundant availability of coal in East Kalimantan, making it the primary supplier for Indonesia's coal needs. However, there are challenges posed by sedimentation, leading to the silting of certain sections of the navigation channel. This silting issue is mainly caused by the high sedimentation rate resulting from mining activities upstream. The silting restricts the entry of larger vessels and impacts the overall number of ship visits. Therefore, dynamic simulations were conducted using Powersim software to determine the development of the Mahakam River Navigation Channel, ensuring its accommodation of vessels transporting coal and other commodities served by the channel. This simulation provides the foundation for identifying optimal scenarios and when they should be implemented. The research findings indicate that by 2025, the Mahakam River Navigation Channel will face critical points in sections 2 and 3, limiting access to vessels destined for section 1. The optimal scenario involves dredging the navigation channel, impacting the unit cost of coal commodities at Rp 49.602/ton, while other commodities experience increased costs. For containerized goods, the cost is Rp 380.381/teus, general cargo is Rp 14.286/ton, and bulk commodities are Rp 14.777/ton.
