Abstract

Salah satu masalah perumahan di Indonesia adalah aksesibilitas terhadap perumahan terjangkau bagi masyarakat berpenghasilan rendah, terutama di kota-kota besar seperti Surabaya. Untuk memenuhi kebutuhan akan hunian, Rumah Susun Sederhana Sewa (Rusunawa) digagas sebagai solusi dari permasalahan hunian untuk masyarakat berpenghasilan rendah (MBR). MBR dapat menyewa Rusunawa yang dimaksudkan sebagai tempat tinggal yang bersifat temporer sesuai dengan Pasal 2 Peraturan Walikota Surabaya No. 83 Tahun 2022. Walaupun Rusunawa bersifat temporer masih banyak dari penghuni yang telah menghuni Rusunawa hingga puluhan tahun. Ini tidak selaras dengan teori housing career yang menyatakan perubahan dalam hidup individu dapat mempengaruhi keputusan berpindah. Penelitian dilakukan untuk mencari faktor yang signifikan mempengaruhi housing career penghuni Rusunawa dan memodelkannya. Menggunakan metode Partial Least Square (PLS) sebagai alat analisis, didapatkan hasil empat variabel berperan signifikan dalam menentukan keputusan penghuni untuk pindah dari Rusunawa yaitu variabel Sumber Daya, Gaya Hidup, Pasar Peruamahan, dan Kebijakan.

One of the housing problems in Indonesia is accessibility to affordable housing for low income people, especially in big cities like Surabaya. To fulfill the need for housing, vertical social housing (Rusunawa) was initiated to solve the housing problem for low-income people (MBR). MBR can rent Rusunawa, which is intended as a temporary residence in accordance with Article 2 of Surabaya Mayor Regulation No. 83 of 2022. Although Rusunawa is temporary, there are still many residents who have lived in Rusunawa for decades. There is a gap with the housing career theory, which states that changes in an individual's life can affect the decision
to move. Research was conducted to find factors that significantly affect the housing career of Rusunawa residents and model it. Using the Partial Least Square (PLS) method as an analytical tool, it was found that four variables play a significant role in determining residents' decisions to move out of the Rusunawa, namely the variables of Resources, Lifestyle, Housing Market, and Policy.
