Abstract
Fenomena Urban Heat Island merupakan fenomena yang ditimbulkan akibat dari adanya perubahan iklim. Fenomena ini merupakan fenomena lebih panasnya suhu perkotaan daripada kawasan sekitarnya. Fenomena UHI dapat berpengaruh terhadap lingkungan dan kualitas hidup, sehingga masyarakat yang terdampak dapat dilibatkan dalam perumusan strategi adaptasi untuk mengatasi UHI. Pelibatan masyarakat dalam perumusan strategi adaptasi dinilai lebih aplikatif karena penyusunan strategi bersifat lokal dan pribadi. Fenomena UHI di Kota Surabaya, khususnya pada kawasan surabaya timur terjadi kenaikan sebesar 0,30C selama 20 tahun terakhir. Pada kawasan permukiman (non-formal) yang terletak di area koridor Jl. Kertajaya dan Jl Dharmawangsa diketahui memiliki suhu rata-rata tertinggi di Kawasan Surabaya Timur yakni sebesar 34,1°C. Dengan ditentukannya lokasi prioritas adaptasi dapat menekan peningkatan UHI hingga kawasan sekitarnya. Oleh sebab itu, penelitian ini dilakukan untuk merumuskan strategi adaptasi dalam lingkup skala lokal sehingga treatment dapat diberlakukan secara berulang untuk memecah pemusatan suhu. Penelitian ini merupakan penelitian kuantitatif yang mengkaji mengenai perumusan strategi adaptasi yang berbasis pemberdayaan masyarakat dalam mengurangi UHI di RW 05 Kelurahan Airlangga, Kecamatan Gubeng, Kota Surabaya. Untuk mencapai tujuan tersebut, pada sasaran 1 yakni menganalisa variabel yang berpengaruh dalam mengatasi UHI menggunakan metode analisis korelasi dengan menggunakan data berupa kuisioner yang disebar kepada 96 sampel responden. Output dari sasaran 1 ini adalah diketahui variabel yang berpengaruh dalam mengatasi UHI pada wilayah penelitian. Sementara pada sasaran 2 yakni merumuskan strategi adaptasi UHI yang efektif berbasis pemberdayaan masyarakat menggunakan metode analisis crosstab dengan input data berupa faktor partisipasi masyarakat dan hasil analisis sasaran 1 sehinga dapat dirumuskan arahan strategi adaptasi UHI berdasarkan teori pemberdayaan masyarakat dan best practice. Hasil dari penelitian ini adalah diketahui delapan variabel adaptasi yang berpengaruh terhadap UHI yaitu variabel luas area penggunaan lapisan reflektif pada atap, luas area penggunaan lapisan reflektif pada jalan, panjang jalan yang menggunakan material berpori, luasan vertical greening, luasan rooftop greening, jumlah pohon yang digunakan, penggunaan AC, frekuensi menghindari berkegiatan diluar ruangan. Selain itu pada penelitian ini juga didapatkan rumusan strategi adaptasi UHI berbasis pemberdayaan masyarakat yang disusun berdasarkan kondisi eksisting dan best practice. Strategi ini memiliki fokus untuk melakukan sosialiasi kepada masyarakat terkait fenomena UHI, dampak dan upaya adaptasi UHI (penyadaran); Pengkapasitasan dilakukan melalui diadakannya pelatihan kepada masyarakat terkait implentasi strategi adaptasi UHI melalui penggunaan material dingin pada bangunan rumah dan infrastruktur, dan melakukan gerakan penghijauan secara privat melalui pendekatan green blue infrastructure, pada tahapan pendayaan masyarakat diberikan kekuasaan penuh untuk mengelola kegiatan yang dilaksanakan.

The Urban Heat Island phenomenon is a result of climate change. This phenomenon is the phenomenon of hotter urban temperatures than the surrounding area. The UHI phenomenon can affect the environment and quality of life, so that affected communities can be involved in the formulation of adaptation strategies to overcome UHI. Community involvement in the formulation of adaptation strategies is considered more applicable because the formulation of strategies is local and personal. The UHI phenomenon in Surabaya City, especially in the east Surabaya area, has increased by 0.30C over the past 20 years. The residential area (non-formal) located in the corridor area of Jl. Kertajaya and Jl. Dharmawangsa is known to have the highest average temperature in the East Surabaya Area, which is 34.1°C. Adaptation priority locations can suppress the increase in UHI to the surrounding area. Therefore, this research was conducted to formulate adaptation strategies within the scope of the local scale so that treatment can be applied repeatedly to break the concentration of temperature. This research is quantitative research that examines the formulation of adaptation strategies based on community empowerment in reducing UHI in RW 05 Airlangga Village, Gubeng District, Surabaya City. To achieve this goal, in target 1, namely analyzing variables that are influential in overcoming UHI using the correlation analysis method using data in the form of questionnaires distributed to 96 samples of respondents. The output of target 1 is the known variables that are influential in overcoming UHI in the research area, while in target 2, namely formulating effective UHI adaptation strategies based on community empowerment using the crosstab analysis method with data input in the form of community participation factors and the results of the target 1 analysis so that the direction of UHI adaptation strategies can be formulated based on community empowerment theory and best practice. The results of this study are known eight adaptation variables that affect the UHI, namely the variable area of use of reflective coating on the roof, the area of use of reflective coating on the road, the length of the road that uses porous material, the area of vertical greening, the area of rooftop greening, the number of trees used, the use of air conditioning, the frequency of avoiding outdoor activities. In addition, this research also obtained the formulation of a community empowerment-based UHI adaptation strategy based on existing conditions and best practices. This strategy has a focus on conducting socialization to the community related to the UHI phenomenon, the impact and efforts to adapt to UHI (awareness); Capacity building is carried out through holding training for the community related to the implementation of UHI adaptation strategies through the use of cold materials in house buildings and infrastructure, and conducting a private greening movement through a green blue infrastructure approach, at the stage of community empowerment is given full power to manage the activities carried out.
