Abstract
The causes of excess days in voyage realization within Indonesia's Sea Toll Program, identifies and addresses the dominant factors contributing to these delays by employing a mixed-method approach, combining quantitative Analytic Hierarchy Process (AHP) and qualitative interviews. The research thoroughly analyzed the problematic routes, including consultations with the Directorate of Sea Traffic and other representative stakeholders. Factors like inadequate container yards, deficient ship cargo handling equipment, and late arrival of goods at container yards were identified as primary contributors to the delays. The study proposes and validates strategies, such as expanding the physical area of container yards, enhancing their efficiency, tightening supervision of cargo handling, and extending the deadline for goods preparation. Simulations conducted before and after implementing these strategies demonstrated their effectiveness. Recommendations include expanding and optimizing container yard space, enforcing strict cargo handling supervision, and extending goods preparation deadlines. These strategies, validated by direct stakeholders, promise to significantly reduce excess days in voyage realization, contributing to the efficiency of Indonesia's Sea Toll Program.
