Abstract

Penelitian ini menyelidiki potensi pengembangan hub transshipment kontainer internasional di pantai timur Sumatra, Indonesia, untuk mengatasi tantangan finansial dan logistik yang ditimbulkan oleh ketergantungan tinggi saat ini terhadap negara tetangga untuk layanan transshipment. Meskipun Indonesia memiliki posisi geografis yang menguntungkan di Selat Malaka, negara ini kekurangan hub transshipment internasional yang khusus, menyebabkan ketidakefisienan dan peningkatan biaya. Studi ini menggunakan analisis keputusan multikriteria, khususnya Proses Hirarki Analitis (Analytical Hierarchy Process - AHP) dan Teknik untuk Urutan Preferensi berdasarkan Kesamaan dengan Solusi Ideal (Technique for Order of Preference by Similarity to Ideal Solution - TOPSIS), untuk memilih pelabuhan yang paling cocok untuk dikembangkan. Selain itu, penelitian ini mengidentifikasi persyaratan bisnis minimal untuk memulai hub transshipment pelabuhan, termasuk karakteristik pelabuhan, infrastruktur, konektivitas hinterland, efisiensi bea cukai, dan praktik keberlanjutan. Persyaratan ini diperoleh dari wawancara dengan perusahaan pelayaran dan operator pelabuhan, memastikan bahwa temuan tersebut berdasarkan pada perspektif dan kebutuhan industri. Hasil penelitian menunjukkan bahwa Pelabuhan Dumai adalah lokasi yang paling menjanjikan untuk dikembangkan sebagai hub transshipment internasional, berdasarkan keuntungan geografisnya, ruang yang tersedia untuk konstruksi terminal, aksesibilitas, dan konsensus di antara perusahaan pelayaran dan operator pelabuhan. Untuk berhasil memulai operasi transshipment, pelabuhan yang dipilih harus dapat mengakomodasi operasi kapal laut dalam, menawarkan panjang dermaga dan crane yang cukup, memastikan konektivitas hinterland, mempercepat proses bea cukai, dan mengadopsi praktik ramah lingkungan. Studi ini tidak hanya mengidentifikasi Dumai sebagai lokasi optimal untuk ambisi transshipment Indonesia tetapi juga menguraikan kriteria infrastruktur dan operasional kritis yang diperlukan untuk mendirikan hub transshipment yang kompetitif dan berkelanjutan di kawasan Selat Malaka

This research investigates the potential development of an international container transshipment hub on the east coast of Sumatra, Indonesia, to address the financial and logistical challenges posed by the current high dependency on neighboring countries for transshipment services. Despite Indonesia's advantageous geographical position in the Malacca Strait, it lacks a dedicated international transshipment hub, leading to inefficiencies and increased costs. The study employs multicriteria decision analysis, specifically the Analytical Hierarchy Process (AHP) and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS), to select the most suitable port for development. Additionally, the research identifies minimum business requirements for initiating a transshipment hub port, including port characteristics, infrastructure, hinterland connectivity, customs efficiency, and sustainability practices. These requirements were derived from interviews with shipping companies and port operators, ensuring that the findings are grounded in industry perspectives and needs. Then, The results indicate that the Port of Dumai is the most promising location for developing an international transshipment hub, based on its geographical advantages, available space for terminal construction, accessibility, and the consensus among shipping companies and port operators. To successfully initiate transshipment operations, the selected port must accommodate deep-sea vessel operations, offer sufficient quay length and cranes, ensure hinterland connectivity, streamline customs processes, and adopt environmentally friendly practices. This study not only identifies Dumai as the optimal site for Indonesia's transshipment ambitions but also outlines the critical infrastructure and operational criteria necessary for establishing a competitive and sustainable transshipment hub in the Malacca Strait region
