Abstract

Indonesia sebagai konsumen energi terbesar di ASEAN yang bergantung pada batu bara (38,04%), minyak (31,6%), dan gas alam (19,16%), menyebabkan masalah lingkungan di sektor maritim, terutama emisi kapal penangkap ikan. Pemerintah merespons dengan dorongan pengembangan Energi Terbarukan (EBT), targetnya adalah mencapai bauran EBT sebesar 23% pada 2025 untuk net-zero emission. Potensi Blue Energy di laut menjadi peluang ekonomi berkelanjutan, khususnya dalam transisi ke laut dan klasterisasi di Jawa Timur. Penelitian berfokus pada kapal nelayan di blue economy, menggunakan Klasterisasi Blue Energy for Blue Economy di tiga pantai Jawa Timur: Pantai Lekok (Pasuruan), Pantai Kenjeran (Surabaya), dan Pantai Popoh (Tulungagung). Identifikasi jumlah anggota klaster small boat untuk transisi dari Bahan Bakar Minyak ke e-propulsion menjadi fokus utama. Analisis kapasitas engine, ukuran kapal, dan waktu berlayar dilakukan, dengan proyeksi pengurangan emisi CO2 dari BBM small boat hasil klasterisasi e-propulsion. Dari klasterisasi jawa timur dihasilkan tiga klaster small boat dengan rincian hasil sebagai berikut, cluster 2 (13 HP dan 15,2 HP) 91 anggota, cluster 1 (5,5 HP, 6,5 HP, dan 9 HP) 80 anggota, dan cluster 3 (25 HP) 26 anggota. Sehingga, kebutuhan power e-propulsion di Kawasan Jawa Timur didasarkan dengan power e-propulsion yang sudah ada sebesar 6,5 HP, 9,9 HP, 14 HP, 20 HP, dan 25 HP. Kemudian dari hasil perhitungan dapat dihasilkan proyeksi potensi penurunan emisi CO2 sebesar 2.436,84 ton per tahun jika semua kapal klasterisasi beralih ke e-propulsion. Oleh karena itu, hal ini dapat mendukung target net zero emission di Indonesia.

Indonesia as the largest energy consumer in ASEAN that relies on coal (38.04%), oil (31.6%) and natural gas (19.16%), leading to environmental problems in the maritime sector, especially fishing vessel emissions. The government is responding with a push for the development of Renewable Energy (EBT), the target is to achieve a renewable energy mix of 23% by 2025 for net-zero emission. Blue Energy potential in the ocean is a sustainable economic opportunity, particularly in the transition to marine and clustering in East Java. The research focuses on fishing boats in the blue economy, using Blue Energy Clustering for Blue Economy in three coasts of East Java: Lekok Beach (Pasuruan), Kenjeran Beach (Surabaya), and Popoh Beach (Tulungagung). Identification of the number of small boat cluster members for transition from fuel oil to e-propulsion is the main focus. Analysis of engine capacity, vessel size, and sailing time was conducted, with projected CO2 emission reduction from fuel oil small boat clustering result e-propulsion. From the clustering of East Java, three small boat clusters were produced with the following results, cluster 2 (13 HP and 15.2 HP) 91 members, cluster 1 (5.5 HP, 6.5 HP, and 9 HP) 80 members, and cluster 3 (25 HP) 26 members. Thus, the need for e-propulsion power in the East Java Region is based on the existing e-propulsion power of 6.5 HP, 9.9 HP, 14 HP, 20 HP, and 25 HP. Then from the calculation results, a projection of the potential CO2 emission reduction potential of 2.436,84 tons per year if all ships in the cluster clusterization switch to e-propulsion. Therefore, it can support Indonesia’s zero emission target.
