Abstract

Pelabuhan Dumai merupakan salah satu terminal curah cair terbesar di Indonesia. Kargo curah cair utama yang dikirim dari pelabuhan ini dioperasikan oleh PT Pelabuhan Indonesia (Persero) Cabang Dumai. PT. Pelindo juga berfungsi sebagai terminal ekspor curah kering untuk komoditas seperti Palm Kernel Expeller (PKE) dan Palm Kernel Shell (PKS), yang secara luas diekspor ke Eropa, Asia, dan Indonesia. Namun, fokus penulis bukan pada terminal curah cair, karena waktu putar balik di sana sudah cukup efisien. Area yang membutuhkan lebih banyak perhatian adalah terminal curah kering, di mana masih terdapat tantangan mengenai waktu putar balik. Khususnya untuk terminal curah kering, dibangun infrastruktur yang signifikan, termasuk dermaga sepanjang 700 meter, lebar 16 meter dan luas 20.000 M2. Setelah itu, dilaporkan oleh PELINDO pada tahun 2023, ada 10 gudang khusus untuk curah kering, tetapi hanya 2 yang dimiliki oleh Pelindo dan sisanya disewa dari entitas swasta. Untuk mendukung operasi dan aktivitas pelabuhan, berbagai peralatan telah tersedia, termasuk 3 conveyor portabel, 13 dump truck, dan 10 wheel loader. 3 conveyor portabel di pelabuhan juga rusak, yang mengharuskan penyewaan conveyor portabel dari pihak swasta, menyebabkan biaya tambahan. Ketika masalah utama telah diidentifikasi, proses penelitian dapat dilanjutkan dengan tahap pengumpulan data yang komprehensif. Sumber data sekunder termasuk waktu putar balik kapal (Y), kapasitas penanganan sisi air (X1), dan kapasitas penyimpanan (X2), yang dianggap sebagai variabel independen menggunakan metode Regresi Linier Berganda. Dari hasil dan diskusi, diketahui bahwa waktu putar balik kapal dari tahun 2018 hingga 2023 memiliki rata-rata 134,27 jam per kapal. Hasil Regresi Linier Berganda menunjukkan bahwa kapasitas penyimpanan berpengaruh signifikan terhadap waktu putar balik kapal dengan P-Value < 0.05. Juga diketahui bahwa R-Square untuk model Regresi Linier Berganda (MLR) adalah 0.117 atau 11.7%, yang berarti 11.7% dari Variabel Y dapat dijelaskan secara kolektif oleh Variabel X1 dan X2, sementara faktor lain di luar model menjelaskan sisanya. Selanjutnya, peningkatan manajemen kapasitas penyimpanan, pembangunan gudang baru, kolaborasi dengan pihak swasta, dan analisis serta pemantauan berkelanjutan dianggap oleh penulis sebagai solusi untuk waktu putar balik yang lebih efisien di terminal curah kering Pelabuhan Dumai

The Port Of Dumai Is One Of The Largest Liquid Bulk Terminals In Indonesia. The Primary Liquid Bulk Cargo Shipped From This Port Is Operated By PT Pelabuhan Indonesia (Persero) Branch Dumai. PT. Pelindo Also Serves As An Export Dry Bulk Terminal For Commodities Like Palm Kernel Expeller (PKE) And Palm Kernel Shell (PKS), Which Are Extensively Exported To Europe, Asia And Indonesia. However, The Author's Focus Is Not On The Liquid Bulk Terminal, As The Turnaround Time There Is Already Quite Efficient. The Area That Requires More Attention Is The Dry Bulk Terminal, Where There Are Still Challenges Regarding The Turnaround Times. The Port Especially For Dry Bulk Terminal Build A Substantial Infrastructure, Including A 700-Meter-Long Jetty, Width 16 Meter And Area 20.000 M2, After That Reported By PELINDO In 2023, There Are 10 Warehouses Specifically For Dry Bulk, But Only 2 Are Owned By Pelindo And The Rest Are Rented From Private Entities. To Support The Port's Operations And Activities, A Range Of Equipment Has Been Made Available, Including 3 Portable Conveyor, 13 Dump Truck And 10-Wheel Loader, 3 Portable Conveyors At The Port Are Also Broken, Necessitating The Rental Of Portable Conveyors From Private Parties, Leading To Additional Costs. When The Primary Problem Was Identified, The Research Process Could Proceed With A Comprehensive Phase Of Data Collecting. Secondary Data Sources Included Vessel Turnaround Time (Y), Waterside Handling Capacity (X1), And Storage Capacity (X2), Which Are Considered Independent Variables Using The Multiple Linear Regression Method. From The Results And Discussion, It Is Known That The Vessel Turnaround Time From 2018 To 2023 Has An Average Of 134,27 Hours Per Ship. The Multiple Linear Regression Results Show That The Storage Capacity Significantly Affects Vessel Turnaround Time With A P-Value < 0.05. It Is Also Known That The R-Square For The Multiple Linear Regression (MLR) Model Is 0.117 Or 11.7%, Which Means 11.7% Of Variable Y Can Be Explained Collectively By Variables X1 And X2, While Other Factors Outside The Model Explain The Rest. Furthermore, Improving Storage Capacity Management, Building New Warehouses, Collaboration With Private Parties And Continuous Analysis And Monitoring Are Considered By The Author As The Solutions For More Efficient Turnaround Time At The Dry Bulk Terminal Port Of Dumai.
