Abstract
Untuk dapat beroperasi, kapal harus memuhi peraturan-peraturan yang berlaku, salah satunya adalah peraturan stautori. Peraturan statutori dibagi menjadi internasional, regional, dan nasional. Kapal-kapal berbendera Indonesia minimal harus memenuhi peraturan nasional yang diterbitkan oleh pemerintah melalui Kementerian Perhubungan. Peraturan yang diterbitkan oleh pemerintah pusat adalah Undang-Undang 17 Tahun 2008 mengenai pelayaran, Kementerian Perhubungan menerbitkan peraturan-peraturan menteri yang mengatur statutori kapal. Untuk mempelajari peraturan tersebut, masyarakat harus mencari peraturan satu per satu dan akan memakan waktu lama karena peraturan yang tersebar. Berdasarkan permasalahan yang ada, dibutuhkan sebuah situs web yang dapat membantu masyarakat dalam mempelajari peraturan statutori nasional. Situs web ini menggunakan sistem pakar untuk sistem informasi karena berdasarkan dengan aturan-aturan serta pengambilan keputusan dari masukan yang diberikan pengguna. Konten yang ditampilkan dalam situs web adalah peraturan-peraturan statutori yang sudah diratifikasi oleh pemerintah Indonesia. Fitur yang diberikan dalam situs web ini adalah tree dropdown serta search engine. Setelah dilakukan survey kepuasan dan analisis menggunakan skala likert, dinyatakan bahwa tingkat user friendly adalah 92%.

To be able to operate, ships must comply with applicable regulations, one of which is statutorial regulations. Statutory regulations are divided into international, regional and national. Indonesian-flagged ships must at least comply with national regulations issued by the government through the Ministry of Transportation. The regulations issued by the central government are Law 17 of 2008 concerning shipping. The Ministry of Transportation issues ministerial regulations governing ship statutes. To learn these regulations, people have to look for the regulations one by one and it will take a long time because the regulations are scattered. Based on existing problems, a website is needed that can help the public learn about national statutory regulations. This website uses an expert system for information systems because it is based on rules and decision making from input provided by users. The content displayed on the website is statutory regulations that have been ratified by the Indonesian government. The features provided on this website are a dropdown tree and a search engine. After conducting a satisfaction survey and analysis using a Likert scale, it was stated that the user friendly level was 92%.
