Abstract

Revitalisasi infrastruktur Sistem Penyediaan Air Minum (SPAM) di kota X oleh PDAM Y, dengan melibatkan badan usaha swasta PT Z, melalui skema Business to Business (B2B) merupakan inisiatif yang mendesak dan kritis dalam menghadapi tantangan meningkatnya kebutuhan akan air minum yang layak di tengah pertumbuhan populasi yang signifikan. Dengan pertumbuhan penduduk yang terus meningkat, kota X menghadapi tekanan besar untuk memastikan kuantitas, kualitas, dan kontinuitas pasokan air minum yang memadai untuk seluruh penduduknya. Penelitian ini menyoroti kebutuhan mendesak akan revitalisasi infrastruktur SPAM yang dilakukan oleh PDAM Y, dengan mempertimbangkan peran PT Z melalui skema B2B. Melalui analisis studi kelayakan, proyek ini diharapkan dapat mengatasi permasalahan sistematis yang telah diidentifikasi, seperti kualitas air yang kurang memadai, kapasitas produksi yang terbatas, serta tantangan operasional dan keuangan yang dihadapi oleh PDAM Y. Proyek revitalisasi SPAM ini memberikan dampaknya yang sangat signifikan bagi kehidupan sehari-hari masyarakat kota X utamanya dalam memastikan pasokan air minum yang memadai dan berkualitas bagi para penduduk saat ini dan juga memastikan kesejahteraan serta keberlangsungan ekonomi serta lingkungan kota X dalam jangka panjang. Hasil analisis keuangan menunjukkan bahwa proyek ini layak untuk dijalankan, dengan nilai NPV dan IRR yang positif, serta memberikan dampak positif terhadap kondisi keuangan PDAM Y. Selain itu, jenis kerjasama BGS dipilih sebagai solusi yang optimal untuk meningkatkan efisiensi operasional dan pelayanan air minum dalam jangka panjang. Dengan demikian, penelitian ini menggarisbawahi urgensi kolaborasi antara sektor publik dan swasta dalam mengatasi tantangan penyediaan air minum yang dihadapi oleh kota X, serta memberikan kontribusi penting dalam meningkatkan kualitas hidup dan kesejahteraan masyarakat kota X.

The revitalization of the Drinking Water Supply System (SPAM) infrastructure in the city has significant population growth. With population growth continuing to increase, city X faces great pressure to ensure adequate quantity, quality, and continuity of drinking water supply for its entire population. This research highlights the urgent need for the revitalization of SPAM infrastructure carried out by PDAM Y, taking into account the role of PT Z through the B2B scheme. Through feasibility study analysis, this project is expected to be able to overcome the systematic problems that have been identified, such as inadequate water quality, limited production capacity, as well as operational and financial challenges faced by PDAM Y. This SPAM revitalization project has had a very significant impact on lives. The daily activities of the people of the city The results of the financial analysis show that this project is feasible to run, with positive NPV and IRR values, and has a positive impact on the financial condition of PDAM Y. In addition, the BGS type of collaboration was chosen as the optimal solution to improve operational efficiency and drinking water services in the long term. long. Thus, this research underlines the urgency of collaboration between the public and private sectors in overcoming the drinking water supply challenges faced by city X, as well as making an important contribution to improving the quality of life and welfare of the people of city.
