Abstract

Indonesia merupakan negara kepulauan terbesar di dunia dengan luas perairan 6,4 juta km² dengan sumber daya ikan di laut Indonesia meliputi 37% dari spesies ikan di dunia. Sebagai penyelenggara urusan pemerintahan di bidang kelautan dan perikanan, Kementerian Kelautan dan Perikanan (KKP) memiliki IKU (Indikator Kinerja Utama) yang perlu dicapai. Namun capaian kinerja dari sektor perikanan belum terpenuhi secara maksimal karena beberapa IKU masih belum memenuhi target. Oleh karena itu, dilakukan analisis terkait efisiensi sektor perikanan terhadap 34 provinsi di Indonesia menggunakan CCR dan two-stage network Data Envelopment Analysis (DEA) yang berorientasi pada output dimana pada metode two-stage network, input pada tahap 2 merupakan output dari tahap 1. Tahap 1 merupakan kinerja dalam
penangkapan ikan,sedangkan tahap 2 merupakan kinerja dalam mengelola hasil tangkapan ikan dari segi ekonomi. Hasil menunjukkan bahwa dengan metode CCR terdapat empat provinsi yang efisien, yaitu Lampung, Kepulauan Bangka Belitung, DKI Jakarta, dan Papua Barat. Dengan two-stage network didapatkan semua provinsi belum mencapai efisien. Provinsi Jawa Tengah, Daerah Istimewa Yogyakarta, Kalimantan Timur, dan Bali merupakan provinsi yang memiliki ranking efisiensi sangat rendah baik pada metode CCR maupun two-stage network. Perbedaan hasil yang terdapat pada metode CCR dan two-stage network mengidentifikasikan bahwa variabel intermediate atau volume produksi perikanan mempengaruhi efisiensi sektor perikanan. Efisiensi dari masing-masing tahap pada metode two-stage network dapat mengidentifikasi sumber inefisiensi dari keseluruhan sistem. Sumber inefisiensi dari 17 provinsi adalah tahap 2, sehingga provinsi-provinsi tersebut dapat memprioritaskan peningkatan kinerja dalam mengelola hasil tangkapan ikan dari segi ekonomi.

Indonesia is the largest archipelago in the world with a water area of 6.4 million km² with fish resources in Indonesian seas covering 37% of the world's fish species. As the organizer of government affairs in the marine and fisheries sector, the Ministry of Maritime Affairs and Fisheries (KKP) has KPIs (Key Performance Indicators) that need to be achieved. However, the performance achievements of the fisheries sector have not been maximized because some KPIs have not met the target, such as fisheries production, export value, and fish consumption. Therefore, an analysis of the efficiency of the fisheries sector in 34 provinces in Indonesia using CCR and two-stage network Data Envelopment Analysis (DEA) which is output-oriented where in the two-stage network method, the input in stage 2 is the output of stage 1. Stage 1 is the performance in fishing, while stage 2 is the performance in managing the fish catch in economic terms. The results show that with the CCR method there are four efficient provinces, namely Lampung, Bangka Belitung Islands, DKI Jakarta, and West Papua. With the two-stage network, all provinces have not yet reached efficiency. Central Java, Special Region of Yogyakarta, East Kalimantan, and Bali are provinces that have very low efficiency rankings in both the CCR and two-stage network methods. The difference in results between CCR and twostage network method identified that intermediate variable or fisheries production volume influenced the efficiency of fisheries sector. The efficiency of each stage in the two-stage network method can identify the source of inefficiency of the whole system. The source of inefficiency of 17 provinces is stage 2, so these provinces can prioritize improving performance in managing fish catches from an economic perspective.
