Abstract

Industri semen di Indonesia merupakan salah satu industri yang besar di Indonesia dengan kapasitas produksi sebesar 113 juta ton per tahun. Dengan kapasitas produksi yang besar ini, tentu saja akan menghasilkan emisi hasil pembakaran kapur, yaitu berupa CO2, CO, SO2, NOx, Hg, dan partikulat yang sangat mencemari lingkungan. Untuk mengurangi emisi tersebut, salah satu solusinya adalah dengan memanfaatkan karbon dioksida menjadi Precipitated Calcium Carbonate (PCC). Penggunaan PCC sendiri dalam industri sebagian besar sebagai bahan pengisi (filler) untuk industri kertas, cat, PVC, ban, farmasi, dan pasta gigi. Pabrik ini direncanakan berlokasi di Tuban, Jawa Timur agar berdekatan dengan sumber bahan baku, yaitu dari PT Semen Indonesia pabrik Tuban menghasilkan emisi karbon dioksida sebesar 8.922.900 ton/tahun sehingga dapat diproses menjadi PCC sebesar 20.299.597,5 ton/tahun. Namun, kapasitas produksi ini melebihi kebutuhan di Indonesia sehingga pabrik ini akan memproduksi PCC sebanyak 202.906,746 ton/tahun. Untuk mendirikan pabrik PCC ini dibutuhkan modal investasi sebesar Rp1.661.625.381.099. Dari analisa ekonomi, didapatkan penaksiran modal (CAPEX) sebesar Rp1.954.853.389.528 dan biaya operasional (OPEX) sebesar Rp460.173.429.994. Hasil penjualan produk per tahun sebesar Rp933.468.345.122 dengan IRR 14,69%, waktu pengembalian modal 6,81 tahun dan NPV sebesar Rp470.550.960.350 (positif) dan WACC sebesar 9%. Berdasarkan kelayakan di atas dapat disimpulkan bahwa pabrik ini layak untuk didirikan karena nilai WACC < IRR.

The cement industry in Indonesia is one of the major industries in the country, with a production capacity of 113 million tons per year. With such a large production capacity, it inevitably generates emissions from the combustion of limestone, including CO2, CO, SO2, NOx, Hg, and particulates, which significantly pollute the environment. To mitigate these emissions, one solution is to utilize carbon dioxide to produce Precipitated Calcium Carbonate (PCC). PCC is predominantly used in various industries as a filler material for paper, paint, PVC, tires, pharmaceuticals, and toothpaste. The planned location for this plant is Tuban, East Java, to be in proximity to the raw material source. PT Semen Indonesia's Tuban plant emits approximately 8,922,900 tons of carbon dioxide annually, which can be processed into PCC at a volume of 20,299,597.5 tons per year. However, the production capacity exceeds the demand in Indonesia, leading the plant to produce 202,906.746 tons of PCC per year. The establishment of this PCC plant requires an investment of Rp1,661,625,381,099. Economic analysis yields an estimated Capital Expenditure (CAPEX) of Rp1,954,853,389,528 and Operational Expenditure (OPEX) of Rp460,173,429,994. The annual product sales amount to Rp933,468,345,122, with an Internal Rate of Return (IRR) of 14.69%, a payback period of 6.81 years, and a Net Present Value (NPV) of Rp470,550,960,350 (positive). The Weighted Average Cost of Capital (WACC) is 9%. Based on the feasibility analysis, it can be concluded that the plant is viable for establishment because the WACC is less than the IRR.
