Abstract
Sektor minyak dan gas bumi (migas) memiliki peran yang sangat vital dalam mendukung pertumbuhan ekonomi Indonesia. Akan tetapi, kegiatan eksploitasi dan produksi di industri migas sendiri memerlukan pendekatan yang sangat hati-hati terhadap Keselamatan dan Kesehatan Kerja (K3). Berangkat dari permasalahan tersebut, penelitian ini membahas mengenai evaluasi potensi bahaya yang dimiliki oleh aktivitas operasional pekerja di stasiun kerja produksi migas perusahaan dengan menggunakan metode semi-kuantitatif HORshe (House of Risk for Safety, Health, Etc.). Penelitian berlokasi di yaitu Stasiun K, milik Blok R PT X, yang melaporkan beberapa insiden di tempat kerja selama beberapa tahun terakhir. Hasil penelitian menunjukkan identifikasi kejadian risiko (risk event) sebanyak 16 kejadian risiko pada aktivitas operasional yang dijalankan oleh pekerja di Stasiun K. Penelitian juga berhasil mengidentifikasi agen risiko (risk agent) sebanyak 20 agen risiko yang menjadi penyebab terjadinya kejadian risiko (risk event), dengan 10 agen risiko dengan nilai Aggregate Risk Potential (ARP) terbesar yang menjadi prioritas. Terdapat sebanyak 15 tindakan pencegahan risiko yang disusun untuk mencegah serta mengurangi munculnya 10 agen risiko prioritas, serta nilai ARP yang menurun drastis setelah implementasi tindakan pencegahan risiko (preventive action). Implikasi dari penelitian ini adalah sebuah bukti bahwa metode HORshe (House of Risk for Safety, Health, Etc.) dapat diaplikasikan sebagai upaya dalam memitigasi risiko Keselamatan dan Kesehatan Kerja (K3) untuk objek amatan baik di sektor industri minyak dan gas bumi maupun sektor industri lainnya.

The oil and gas industry plays a crucial role in supporting Indonesia’s economic growth. However, exploitation and production activities in the oil and gas industry require a strict and disciplined application of Occupational Safety and Health (OSH). Based on the problem, this research investigates the potential dangers posed to workers during operational activities at the oil and gas workstations using the semi-quantitative HORshe (House of Risk for Safety, Health, Etc.) method. The research was conducted at Station K which belongs to Block R PT X, which reported several work-related incidents over the past few years. The results identified 16 risk events in operational activities carried out by workers at Station K. The research also found 20 risk agents; 10 risk agents with the largest Aggregate Risk Potential (ARP) values. There are 15 risk prevention actions designed to prevent and elevate the severity of 10 prioritized risk agents. ARP value decreased drastically after the implementation of the preventive actions. This research implies that the HORshe method can be applied to mitigate Occupational Health and Safety (OHS) risks for both the oil and gas industry, as well as other industrial sectors.
