Abstract

Dinas Komunikasi dan Informatika Provinsi Jawa Timur merupakan salah satu instansi pemerintah yang terus berupaya dan berkomitmen untuk meningkatkan efektivitas, efisiensi, dan keterpaduan e-government melalui tata kelola dan manajemen Sistem Pemerintahan Berbasis Elektronik (SPBE). Agar dapat mengetahui sejauh mana sistem tata kelola TI untuk membangun good governance berbasis e-government dibutuhkan evaluasi tata kelola teknologi informasi sesuai dengan Peraturan Presiden Nomor 95 Tahun 2018 tentang Sistem Pemerintahan Berbasis Elektronik. Untuk meningkatkan sistem tata kelola SPBE ke tingkat yang dibutuhkan serta pengelolaan risiko dapat dilakukan melalui penggunaan model kerangka kerja yang menjadi standar penerapan teknologi informasi. Metodologi dalam penelitian ini berdasarkan kerangka kerja COBIT 2019 dan domain objektif yang dievaluasi akan ditentukan berdasarkan design factor toolkit. Hasil dari penelitian ini diketahui bahwa terdapat 3 objektif proses yang terpilih berdasarkan design factor toolkit COBIT 2019 adalah APO13, APO14 dan BAI09. Untuk nilai tingkat kapabilitas objektif proses APO14 mencapai level 2 yang artinya proses mencapai tujuannya melalui penerapan serangkaian kegiatan dasar yang lengkap dan dapat dikategorikan beroperasi. Selanjutnya, untuk objektif proses APO13 dan BAI09 nilai tingkat kapabilitasnya mencapai level 3 yang artinya proses didefinisikan secara baik dan mencapai tujuannya dengan cara yang jauh lebih terorganisir. Keluaran dari penelitian ini akan berupa rekomendasi perbaikan yang bertujuan mencapai tingkat kapabilitas yang diharapkan sebagai acuan bagi Dinas Komunikasi dan Informasi Pemerintah Provinsi Jawa Timur dalam mengelola proses TI yang lebih baik sehingga dapat membantu mengingkatkan nilai indeks SPBE.

The Department of Communication and Information Technology of East Java Province is one of the government agencies that consistently strives and is committed to enhancing the effectiveness, efficiency, and integration of e-government through the governance and management of the Electronic Government System (SPBE). In order to assess the extent to which the IT governance system is required to build e-government-based good governance, an evaluation of information technology governance is needed in accordance with Presidential Regulation Number 95 of 2018 concerning the Electronic Government System. To enhance the SPBE governance system to the required level and manage risks, it can be achieved through the utilization of a framework model that serves as a standard for the implementation of information technology. The methodology in this research is based on the COBIT 2019 framework, and the objective domains to be evaluated will be determined based on design factors. The results of this study indicate that there are three process objectives selected based on the COBIT 2019 design factor toolkit: APO13, APO14, BAI09. The capability level for the process objective APO14 reaches level 2, meaning the process achieves its goals through the implementation of a complete set of basic activities and can be categorized as operational. Futhermore, for the process objectives APO13 and BAI09 the capability levels reach level 3 which means the processes are well-defined and achieve their goals in a much more organized manner. The output of this research will consist of improvement recommendations aimed at achieving the expected level of capability, serving as a reference for the Department of Communication and Information of the East Java Provincial Government in managing IT processes more effectively, thereby assisting in enhancing the SPBE index
