Abstract

Permasalahan yang dihadapi oleh Indonesia sebagai negara kepulauan adalah perlunya peningkatan pelayanan transportasi di Kawasan Timur Indonesia, yang menghubungkan antar wilayah yang dipisahkan oleh lautan. Untuk mengatasi permasalahan ini, Pemerintah Indonesia telah menyelenggarakan Program Kewajiban Pelayanan Publik Angkutan Laut bersubsidi, yang mencakup angkutan Tol Laut, Public Service Obligation (PSO), dan Perintis. Namun, ketiga jenis angkutan laut ini masih dikelola secara independen, menyebabkan jaringan distribusi yang tidak terintegrasi, rute yang tumpang tindih, dan jumlah kargo yang sedikit yang berdampak pada peningkatan biaya operasional. Keterbatasan jumlah armada juga menyebabkan durasi pelayanan menjadi lebih lama. Tujuan penelitian ini adalah mengembangkan dan menerapkan hierarchical transportation network yang membagi tingkat keputusan penugasan feeder vessel dan main vessel dalam
integrasi jaringan transportasi laut antara angkutan Tol Laut, PSO, dan Perintis. Upper-level model digunakan untuk menentukan keputusan strategis dan taktis secara simultan, termasuk penentuan lokasi hub terintegrasi, penentuan rute pelayaran, dan komposisi ukuran armada yang optimal pada jaringan angkutan laut Perintis. Sedangkan pada lower-level model, lokasi hub terintegrasi yang terpilih digunakan sebagai input dalam menentukan keputusan rute jaringan angkutan Tol Laut dan PSO. Untuk mengevaluasi integrasi jaringan antara ketiga angkutan laut tersebut, dilakukan sinkronisasi jadwal kedatangan kapal dengan memperhatikan
aliran barang dan penumpang dari masing-masing muatan yang diangkut.

The problem faced by Indonesia as an archipelagic country is the need to improve transportation services in Eastern Indonesia, which connects regions separated by the sea. To address this issue, the Indonesian Government has organized a subsidized Public Service Obligation (PSO) Sea Transport Program, which includes Sea Toll, PSO, and Pioneer transportation. However, these three types of sea transport are still managed independently, leading to an unintegrated distribution network, overlapping routes, and small cargo volumes, which impact operational costs. The limited number of fleets also results in longer service durations. This research aims to develop and implement a hierarchical transportation network that divides the decision-making levels for feeder vessels and main vessels in integrating the sea transportation network among Sea Toll, PSO, and Pioneer Transport. The upper-level model is used to simultaneously determine strategic and tactical decisions, including determining integrated hub locations, shipping routes, and the optimal fleet size composition for the Pioneer sea transport network. Meanwhile, in the lower-level model, the selected integrated hub locations are used as input in determining route decisions for the Sea Toll and PSO networks. To evaluate the network integration among these three types of sea transport, the synchronization of ship arrival schedules is carried out, taking into account the flow of goods and passengers from each cargo transported.
