Abstract

Institut Teknologi Sepuluh Nopember (ITS) sebagai Perguruan Tinggi Negeri Berbadan Hukum (PTN-BH) bertanggung jawab dalam pengelolaan otonom di bidang akademik, norma, dan kebijakan operasional, menegaskan pentingnya akuntabilitas kinerja ITS untuk optimalisasi limpahan wewenang. Oleh karena itu, evaluasi terhadap efisiensi 38 departemen di ITS relevan untuk memastikan bahwa setiap limpahan wewenang dapat dioptimalkan secara efektif demi mencapai visi ITS. Pengukuran efisiensi departemen menggunakan metode Data Envelopment Analysis (DEA). Model klasik DEA, seperti model Charnes, Cooper, Rhodes (CCR) dan Banker, Charnes, Cooper (BCC), mengasumsikan data yang tepat, namun pengumpulan data di dunia nyata sering kali memuat ambiguitas yang mungkin terjadi karena ketidaklengkapan data maupun toleransi kesalahan alat ukur. Sebagai alternatif, model fuzzy DEA dikembangkan untuk mengatasi kelemahan tersebut. Oleh karena itu, penelitian ini bertujuan membandingkan penerapan model klasik DEA dan fuzzy DEA dalam mengukur efisiensi departemen di ITS. Variabel input yang digunakan yaitu jumlah mahasiswa aktif, jumlah dosen aktif, jumlah tenaga kependidikan, jumlah alokasi anggaran dana dengan output jumlah lulusan, capaian kinerja departemen, rasio penelitian terhadap total dosen, serta rasio jumlah kejuaraan nasional tiap mahasiswa. Hasil penelitian menunjukkan bahwa 7 departemen efisien dan 14 departemen tidak efisien menurut ketiga model DEA. Model fuzzy DEA menawarkan penanganan ketidakpastian data yang lebih baik dibandingkan model klasik. Rekomendasi perbaikan yang ditawarkan model fuzzy DEA juga lebih mendalam dan dapat disesuaikan dengan kondisi masing-masing departemen dibandingkan model klasik. Adapun strategi yang dapat diberikan adalah memprioritaskan perbaikan dalam penggunaan input jumlah anggaran dan output rasio jumlah penelitian tiap dosen bagi mayoritas departemen yang tidak efisien.

As the State University of the Legal Agency (PTN-BH), Sepuluh Nopember Institute of Technology (ITS) is responsible for the autonomous management of academic areas, norms, and operational policies, reaffirming the importance of ITS performance accountability for the optimization of authority clearance. Therefore, an evaluation of the efficiency of 38 departments in ITS is relevant to ensure that each authority clearance can be effectively optimized to the ITS vision. In this research, the efficiency measurement of ITS departments employs the Data Envelopment Analysis (DEA) method. Classical DEA models, such as the Charnes, Cooper, Rhodes (CCR) and Banker, Charnes, and Cooper (BCC) models, assume accurate data, but real-world data collection often contains ambiguities that may arise due to data incompleteness or measurement error tolerance. Alternatively, the DEA's fuzzy model was developed to address such weaknesses. Hence, this research aims to compare the application of classical DEA and fuzzy DEA models in measuring the efficiency of ITS departments. The input variables considered are the number of actual lecturers, the number of educational staff, the amount of budget allocated to the output of the number of graduates, departmental achievement, research ratio to total lecturer, and the ratio of national championships per student. The research results from the three DEA models show that 7 departments are considered efficient while 14 departments are deemed inefficient. The fuzzy DEA model is noted for its ability to handle data uncertainty better than the classical model. Additionally, the improvement suggestions given by the fuzzy model are in-depth and can be customized to suit the unique circumstances of each department compared to the classical model. It is recommended to prioritize enhancements in budget allocation and the ratio of research projects per lecturer for the inefficient departments.
