Abstract
Pariwisata pantai menjadi daya tarik tersendiri bagi wisatawan, karena menyajikan keindahan alam dan panorama laut. Pantai Sine merupakan destinasi pariwisata pantai yang rawan terhadap bencana alam. Penelitian ini bertujuan untuk menganalisa upaya pengembangan pariwisata pantai dalam mitigasi bencana, dan faktor pendukung serta faktor penghambat penerapan mitigasi pantai pada pengembangan pariwisata pantai. Metode penelitian yang digunakan adalah metode kualitatif fenomenologi dengan wawancara, observasi, dan dokumentasi sebagai teknik pengumpulan data. Hasil penelitian menunjukkan bahwa Pokdarwis bertanggung jawab dalam mengelola Pantai Sine yang aman dari bencana. Dalam menanggulangi bencana alam, Pokdarwis Pantai Sine telah menerapkan mitigasi bencana, yaitu mitigasi struktural dan mitigasi non-struktural. Mitigasi struktural terdiri dari pembangunan infrastruktur mitigasi, pembuatan greenbelt, dan sistem peringatan dini. Mitigasi non-struktural mencakup sosialisasi bencana dan informasi bencana. Selain penerapan mitigasi bencana, pengembangan Pariwisata Pantai Sine juga melibatkan peran aktif masyarakat dalam bentuk bergotong-royong dalam mencegah bencana banjir, berpartisipasi dalam kegiatan penanggulangan bencana, berinisiatif dalam mencari informasi bencana, dan kesiapsiagaan dalam menghadapi bencana. Dalam upaya mengembangkan Pariwisata Pantai Sine berbasis mitigasi, terdapat faktor pendukung dan faktor penghambat. Faktor pendukung dalam penerapan mitigasi bencana di Pantai Sine, berupa upaya Pokdarwis dalam mengelola Pantai Sine yang aman bencana, dukungan Pemerintah Kabupaten Tulungagung, kesadaran dan respon aktif masyarakat Pantai Sine, dan kolaborasi dengan komunitas. Sementara itu, faktor penghambat dalam penerapan mitigasi bencana di Pantai Sine, berupa bencana alam, keterbatasan teknologi sistem peringatan dini, dan infrastruktur jalur evakuasi yang kurang memadai.

Beach tourism becomes a special attraction for tourists, as it presents the beauty of nature and the sea panorama. Sine Beach is a beach tourist destination that is vulnerable to natural disasters. The study aims to analyze the efforts of coastal tourism development in disaster mitigation, and the supportive and inhibitory factors of the application of beach mitigations to coastal Tourism development. The research methods used are qualitative methods of phenomenology with interviews, observations, and documentation as data collection techniques. The results of the research show that Pokdarwis is responsible for managing the Sine Coast safe from disasters. In addressing natural disasters, Pokdarwis Pantai Sine has implemented disaster mitigation, i.e. strict and non-structural mitigations. Structural Mitigation consists of the construction of mitigating infrastructure, the creation of greenbelt, and early warning systems. In addition to the implementation of disaster mitigation, Sine Coast Tourism development also involves the active role of the community in the form of clashes in the prevention of flood disasters, participation in disaster management activities, taking initiatives in the search for disaster information, and disaster preparedness. In an effort to develop mitigation-based Sine Coast Tourism, there are both supportive and inhibitory factors. Supporting factors in the implementation of disaster mitigation in Sine Coast are Pokdarwis efforts in managing Sine Beach safe disaster, the support of the Government of Tulungagung District, the awareness and active response of the people of Sine Coast, and collaboration with the community. Meanwhile, obstacles to implementation of disaster mitigation in the Sine Coast include natural disasters, technological constraints of early warning systems, and inadequate infrastructure of evacuation routes
