Abstract
Komitmen PT PLN (Persero) untuk menyediakan listrik ke seluruh pelosok tanah air menghadapi tantangan selain menjaga ketersediaan, juga menjaga tarif tetap terjangkau. Upaya menurunkan Biaya Pokok Penyediaan (BPP) terus dilakukan dengan mengurangi penggunaan Bahan Bakar Minyak (BBM) dan mengoptimalkan produksi listrik dari sumber Energi Baru Terbarukan (EBT) yang lebih murah bahkan juga membangun jaringan transmisi untuk menyalurkan listrik menjangkau lokasi isolated. Sejalan dengan progam pemerintah dalam target pemanfaatan EBT dalam bauran energi pada tahun 2025 minimal 23% dan juga program PLN untuk mempercepat transisi energi menuju Net Zero Emission (NZE) pada 2060, maka dibuatlah program pola operasi hybrid system, dediselisasi, dan juga interkoneksi dengan sistem kelistrikan yang lebih murah. Beberapa alternatif ditawarkan dalam bentuk model pengelolaan pola operasi yang saat ini perencanaanya lebih didorong kepada pembiayaan jangka pendek yang paling minimum. Penelitian ini mengambil topik pengambilan keputusan menggunakan metode Analitical Hierarchy Process (AHP) sebagai metode pembobotan kuantitatif dari data kualitatif oleh responden yang diintegrasikan dengan Goal Programming (GP). Kriteria pembobotan tidak hanya dari sisi biaya, namun juga dari sisi risiko dan operasi pemeliharaan. Berdasarkan pembobotan AHP, dari 6 sub kriteria, didapatkan mulai bobot terbesar yaitu sub kriteria COD (Commercial Of Date) memiliki bobot sebesar 0.341, sub kriteria BPP sebesar 0.291, sub sub kriteria outage sebesar 0.155, sub kriteria EAF sebesar 0.129, sub kriteria defence scheme sebesar 0.058, dan sub kriteria emisi CO2 sebesar 0,026. Berdasarkan integrasi AHP-Goal Programming didapatkan nilai vector pencapaian paling optimum pada pola operasi alternatif kabel laut+PLTD dengan Min Z sebesar 555.625 (4 dari 6 goal tercapai), BPP Rp 1.836,69 Milyard, ketersediaan 96,10%, outage pasokan 47 bulan, dan skema defence scheme 95%.

PT PLN (Persero)'s commitment to providing electricity to all consumers of the country faces challenges in addition to maintaining availability, as well as keeping tariffs affordable. Efforts to reduce the Cost of Supply continue to be made by reducing the use of fuel oil and optimizing electricity production from cheaper New Renewable Energy sources and even building transmission networks to distribute electricity to isolated locations. In line with the government's program to target the utilization of renewable energy mix in 2025 at least 23% and also PLN's program to accelerate the energy transition towards Net Zero Emission (NZE) in 2060, a program for hybrid system operations, dediselization, and interconnection with the system was created to cheaper electricity. Several alternatives are offered in the form of operational management models where planning is currently more driven towards minimum short-term financing. This research takes the topic of decision making using the Analytical Hierarchy Process (AHP) method as a method of quantitative weighting of qualitative data by respondents which is integrated with Goal Programming (GP). The weighting criteria are not only in terms of costs, but also in terms of risks and maintenance operations. Based on the AHP weighting, from the 6 sub-criteria, the largest weight is obtained, namely the COD (Commercial of Date) sub-criteria which has a weight of 0.341, the BPP sub-criteria of 0.291, the outage sub-criterion of 0.155, the EAF sub-criterion of 0.129, the defense scheme sub-criterion of 0.058, and the CO2 emission sub-criteria is 0.026. Based on the AHP-Goal Programming integration, it was found that the most optimum achievement vector value was in the alternative operating of submarine cable + PLTD with Min Z of 555,625 (4 out of 6 goals achieved), BPP of IDR 1,836.69 billion, availability of 96.10%, supply outage of 47 months, and a 95% defence scheme.
