Abstract

Kebijakan pengurangan penggunaan plastik sekali pakai yang berlaku di Kota Surabaya antara lain Peraturan Menteri LHK Nomor P.75 tahun 2019 tentang Peta Jalan Pengurangan Sampah Oleh Produsen dan Peraturan Walikota Surabaya Nomor 16 tahun 2022 tentang Pengurangan Penggunaan Kantong Plastik. Toko swalayan merupakan salah satu bidang usaha yang menjadi sasaran kebijakan. Penelitian ini bertujuan untuk mengkaji timbulan, komposisi, dan reduksi eksisting sampah plastik sekali pakai dari toko swalayan, menganalisis partisipasi masyarakat dengan kuesioner skala Likert dan analisis Structural Equation Modelling (SEM), dan memberi rekomendasi untuk meningkatkan pengurangan plastik sekali pakai. Berdasarkan hasil penelitian, laju timbulan sampah plastik sekali pakai yang dihasilkan toko swalayan di Kecamatan Wonokromo untuk masing-masing tipe A, B, C, dan D adalah 0,004 kg/m2/hari (±0,8 kg), 0,005 kg/m2/hari (±7,9 kg), 0,016 kg/m2/hari (±4,5 kg), dan 0,008 kg/m2/hari (±1,7 kg) dengan laju timbulan sampah total toko swalayan adalah 0,034 kg/m2/hari. Komposisi sampah plastik sekali pakai paling banyak adalah film plastik lainnya sebesar 56,1% sedangkan yang paling sedikit adalah tali plastik sebesar 2,08%. Tingkat partisipasi pelaku usaha terhadap pengurangan plastik sekali pakai yaitu belum ada pengurangan plastik sekali pakai lain selain kantong plastik dan dari segi konsumen terjadi peningkatan implementasi prinsip 3R (Reduce, Reuse, dan Recycle) terhadap pengelolaan sampah plastik. Hasil analisis SEM menunjukkan urutan variabel yang mempengaruhi pengurangan sampah plastik sekali pakai, yaitu perilaku, sikap, kemudian pengetahuan. Rekomendasi untuk meningkatkan penerapan kebijakan dan meningkatkan reduksi plastik sekali pakai adalah melakukan sosialisasi, mengganti plastik sekali pakai dengan wadah guna ulang, mulai merencanakan penjualan secara curah, memilah sampah plastik sekali pakai yang dihasilkan, dan melakukan pengawasan secara periodik.

Policies to reduce the use of single-use plastics that have been applied in Surabaya City are Minister of Environment and Forestry Regulation (PermenLHK) Number P.75 of 2019 concerning Roadmap for Waste Reduction by Producers and Surabaya Mayor Regulation (Perwali) Number 16 of 2022 concerning Reduction of Plastic Bag Use. Modern stores are one of the business sectors targeted by the policy. This study aims to assess the existing generation, composition, and reduction of single-use plastic waste from modern stores, analyze public participation using Likert Scale questionnaire and Structural Equation Modeling (SEM) method, and provide recommendations to improve single-use plastic reduction. Result of this study showed that the generation rate of single-use plastic waste from modern stores in Wonokromo Sub-district for each type A, B, C, and D is 0,004 kg/m2/day (±0,8 kg), 0,005 kg/m2/day (±7,9 kg), 0,016 kg/m2/day (±4,5 kg), and 0,008 kg/m2/day (±1,7 kg) with the total waste generation rate from modern stores is 0,034 kg/m2/day. The largest composition of single-use plastic waste is other plastic films at 56,1% while the least is plastic sack at 2,08%. The public participation in the reduction of single-use plastics from the business owner side is that there is no reduction in single-use plastics except plastic bags. Meanwhile, from the consumer’s side, it is found that there is an increasing implementation of the 3R principles (Reduce, Reuse, and Recycle) towards plastic waste management. The results from SEM analysis shows that the order of variables that significantly influence the reduction of single-use plastic waste is attitude, knowledge, then behavior. Recommendations to improve policy implementation and increase the reduction of single-use plastics are to conduct socialization, replace single-use plastics with reusable containers, start planning for bulk sales, sort single-use plastic waste generated by supermarkets, and conduct periodic supervision.
