Abstract

Penelitian ini bertujuan untuk mengeksplorasi penerapan Kerangka Pembangunan blue economy melalui konsep marine biorefinery di industri perikanan pesisir Dringu, Kabupaten Probolinggo. Sektor perikanan di Dringu menjadi sumber utama mata pencaharian, namun industri ini masih menghadapi berbagai tantangan, seperti infrastruktur pengolahan yang tidak memadai, ketergantungan pada teknologi tradisional, dan rendahnya kualitas Sumber Daya Manusia. Penelitian ini menggunakan metode kualitatif, yang melibatkan analisis SWOT (Strengths, Weaknesses, Opportunities, Threats), kerangka DPSIR (Drivers, Pressures, State, Impact, Response), dan wawancara semi-terstruktur. Data dikumpulkan melalui observasi lapangan, wawancara dengan pemangku kepentingan utama, serta studi literatur terkait. Hasilnya mengungkapkan bahwa pengolahan hasil perikanan di Dringu masih belum memenuhi standar kebersihan serta belum sesuai dengan indikator blue economy. Berdasarkan analisis ini, disusun strategi pengembangan industri perikanan yang meliputi peningkatan infrastruktur pengolahan, peningkatan kualitas pengolahan ikan, dan penerapan teknologi marine biorefinery untuk meningkatkan efisiensi dan nilai tambah produk perikanan. Penelitian ini menghasilkan rekomendasi praktis untuk mendorong kerjasama antar sektor, dan mengadopsi teknologi inovatif, yang diharapkan dapat memperkuat ekonomi lokal dan mendukung keberlanjutan lingkungan

This research aims to explore the application of the blue economy development framework through the marine biorefinery concept in the Dringu coastal fisheries industry, Probolinggo Regency. The fisheries sector in Dringu is the main source of livelihood, but this industry still faces various challenges, such as inadequate processing infrastructure, dependence on traditional technology, and low quality of human resources. This research uses qualitative methods, involving SWOT analysis (Strengths, Weaknesses, Opportunities, Threats), the DPSIR framework (Drivers, Pressures, State, Impact, Response), and semi-structured interviews. Data was collected through field observations, interviews with key stakeholders, and study of related literature. The results reveal that the processing of fishery products in Dringu still does not meet hygiene standards and does not comply with blue economy indicators. Based on this analysis, a strategy for developing the fisheries industry was developed which includes improving processing infrastructure, improving the quality of fish processing, and implementing marine biorefinery technology to increase efficiency and added value to fishery products. This research produces practical recommendations for encouraging collaboration between sectors, and adopting innovative technologies, which are expected to strengthen local economies and support environmental sustainability
