Abstract

Instalasi Pengolahan Air Minum (IPAM) Kepandean II merupakan bangunan pengolahan air minum konvensional berkapasitas 80 liter/detik. IPAM yang dibangun pada tahun 1994 ini memiliki unit pengolahan air minum seperti intake, koagulasi-flokulasi, sedimentasi, filtrasi dan reservoir. Seiring dengan peningkatan jumlah penduduk di Indramayu maka jumlah konsumsi air akan semakin meningkat. Untuk mengikuti perkembangan tersebut, IPAM Kepandean II dilakukan peningkatan debit pengolahan menjadi 130% dari debit pengolahan desain perencanaan awal. Berdasarkan hasil survei pendahuluan didapatkan terdapat selang yang mengalirkan air dari unit sedimentasi langsung menuju unit reservoir tanpa melewati unit filtrasi terlebih dahulu sehingga mengindikasikan terdapat peningkatan debit pengolahan tersebut. Selain itu, permasalahan lain yang terjadi pada IPAM Kepandean II adalah pembubuhan bahan kimia yang masih berdasarkan intuisi operator dan tidak adanya monitoring yang dilakukan secara berkala. Untuk memastikan kesesuaian pengoperasian pada unit pengolahan IPAM tersebut maka dapat dilakukan proses commisioning untuk menyelesaikan permasalahan tersebut.
Penelitian dilakukan dengan membandingkan kondisi eksisting dengan desain perencanaan awal melalui proses commisioning and assessment. Proses tersebut dilakukan dengan identifikasi kesesuaian kinerja teknis dan memberikan rekomendasi peningkatan kinerja operasional dengan SNI 0004 Tahun 2008 tentang Tata Cara Commsioning Intalasi Pengolahan Air Minum sebagai acuan dasarnya. Identifikasi kinerja teknis dan rekomendasi dibuat berdasarkan kriteria desain, standarisasi yang berlaku, dan desain perencanaan awal. Untuk pengumpulan dilakukan secara primer dan secara sekunder. Hasil dari pengujian kinerja dapat dilakukan evaluasi hingga dapat dibuat rekomendasi berdasarkan permasalahan yang terjadi.
Hasil commisioning and assessment ini menunjukan bahwa pada unit pengolahan mengalami ketidaksesuaian pengolahan. Permasalahan yang telah diidentifikasi dapat dilakukan analisis rekomendasi upaya perbaikan. Berdasarkan hasil analisis menunjukkan bahwa pada unit Intake memiliki permasalahan yang paling banyak dilanjutkan pada unit koagulasi, filtrasi, flokulasi, sedimentasi, dan disinfeksi. Dari hasil tersebut dilakukan analisis prioritas berdasarkan siginifikansi permasalahan, tingkat kemudahan pengaplikasian, dan dampak upaya perbaikan tersebut. Perbaikan yang memiliki prioritas tertinggi adalah perbaikan pada unit disinfeksi yang terjadi permasalahan pada sisa klor yang tidak sesuai baku mutu. Lalu dilanjutkan pada unit intake yang memiliki permasalahan tidak adanya pencatatan tinggi muka air dan monitoring debit air baku. Dan dilanjutkan seterusnya sampai pada prioritas terakhir pada unit flokulasi yang memiliki permasalahan pada fluktuasi nilai gradien.

Drinkwater Treatment Plant (DTP) Kepandean II is a convensional drinkwater treatment plant with a capacity of 80 liter/second. This DTP was built in 1994 has processing units such as intake, coagulation-floculation, sedimentation, filtration, and reservoir. As the population of Indramayu increases, the water consumption also has risen. To keep up with this trend, treatment capacity of DTP Kepandean II has been increased to 130% of its initial design capacity. According to preliminary survey, there is the presence of a pipe that taking water from sedimentation directly to reservoir without passing the filtration unit. There is also another issue about the chemicals application that based by operator’s intuition and laso lack of regular monitoring. To ensure proper operation of the DTP’s treatment units, a commissioning process can be used to resolve these issues.
This research was inisiate to comparing exsisting condition with the initial design by using commisioning assessment. This involved identifying the technical performance and providing recommendations based on SNI 0004 of 2008 about the procedures for commisioning DTP’s.The identification of technical performance were based on design criteria, applicable standards, and the initial design model. Identifying operational performaces and recommendations are made based of design criteria, standards, and initial design. The data are collected by getting data primerly and secondarily. After the data are collected, the result can be evaluated to make recommendations based on the problems.
The result from commisioning and assessment process indicate that there is discrepancies in treatment process. The identified problems can be analyzed to get the improvement recommended actions. Based on that analysis, the unit intake has the most problems followed by the coagulations, filtration, flocculation, sedimentation, and disinfection units. Based on that results, a priority analysis was conducted based on the significance of the problems, the ease of applications improvement actions, and the impact of these improvement actions. The highest priority that need improvement actions is disinfection unit, where there is a problem with the residual chlorine that not meeting the quality standards. And this followed by the problem at Intake unit, where there is the problem about lack of records for water level and lack of water flow monitoring. This is also followed by other units until the last priority on Flocculation unit that has a problem with the fluctuation of gradien values.
