Abstract
Pengelolaan perikanan tangkap merupakan salah satu aspek krusial dalam upaya menjaga keberlanjutan sumber daya kawasan pesisir. Sumber daya perikanan tangkap memiliki peran penting dalam menyokong mata pencaharian ribuan masyarakat pesisir di seluruh dunia, termasuk di Indonesia. Kelurahan Lumpur, Kabupaten Gresik, merupakan daerah pesisir yang memainkan peran penting dalam hal pengelolaan sumber daya perikanan tangkap. Terletak di tepi laut, kelurahan ini menjadi rumah bagi banyak nelayan yang menggantungkan kehidupan mereka pada sumber daya laut. Aktivitas perikanan tangkap menjadi mata pencaharian utama bagi sebagian besar penduduk di daerah ini. Penelitian ini bertujuan untuk mengidentifikasi tingkat partisipasi nelayan di Kelurahan Lumpur, Kecamatan Gresik, Kabupaten Gresik serta faktor-faktor yang mempengaruhi partisipasi mereka dalam pengelolaan sumber daya perikanan tangkap yang berkelanjutan. Fokus penelitian mencakup penelusuran strategi untuk meningkatkan partisipasi nelayan khususnya dalam menjaga keberlanjutan sumber daya ikan di laut. Metode penelitian yang digunakan adalah metode kualitatif deskriptif dengan pendekatan fenomenologi. Hasil dari penelitian ini partisipasi nelayan di Kelurahan Lumpur dalam pengelolaan perikanan tangkap menunjukkan beragam tingkat keterlibatan. Meskipun telah menerima sosialisasi intensif tentang kebijakan perikanan, mereka cenderung lebih menerima informasi daripada terlibat aktif dalam perencanaan dan pengambilan keputusan. Namun, tingkat kepatuhan mereka terhadap aturan yang ditetapkan cukup tinggi, mencerminkan komitmen untuk mematuhi regulasi sehari-hari. Evaluasi pemerintah terhadap implementasi kebijakan juga penting untuk memastikan keberlanjutan sumber daya perikanan. Faktor-faktor yang mempengaruhi partisipasi nelayan ini terbagi menjadi faktor internal, seperti kondisi sosial nelayan yang meliputi tingkat pendidikan dan pendapatan yang rendah, serta faktor eksternal seperti intensitas sosialisasi, stimulus dari pemerintah, dan keaktifan fasilitator. Faktor eksternal terbukti lebih dominan dalam mempengaruhi partisipasi nelayan. Dari penelitian ini, diharapkan dapat memberikan pemahaman yang lebih baik mengenai partisipasi
nelayan dalam pengelolaan perikanan tangkap yang berkelanjutan, serta memberikan rekomendasi kebijakan yang tepat untuk meningkatkan tingkat partisipasi mereka dalam menjaga keberlanjutan sumber daya ikan di laut.

Capture fisheries management is a crucial aspect in efforts to maintain the sustainability of coastal area resources. Capture fisheries resources have an important role in supporting the livelihoods of thousands of coastal communities throughout the world, including in Indonesia. Lumpur Village, Gresik Regency, is a coastal area that plays an important role in managing capture fisheries resources. Located on the seashore, this village is home to many fishermen who depend on marine resources for their livelihood. Capture fishing activities are the main livelihood for most of the population in this area. This research aims to identify the level of participation of fishermen in Lumpur Village, Gresik District, Gresik Regency and the factors that influence their participation in sustainable management of captured fisheries resources. The research focus includes exploring strategies to increase fishermen's participation, especially in maintaining the sustainability of fish resources in the sea. The research method used is a descriptive qualitative method with a phenomenological approach. The results of this researc show that the participation of fishermen in Lumpur Village in the management of capture fisheries shows various levels of involvement. Even though they have received intensive socialization about fisheries policy, they tend to receive information rather than be actively involved in planning and decision making. However, their level of compliance with the established rules is quite high, reflecting a commitment to complying with day-to-day regulations. Government evaluation of policy implementation is also important to ensure the sustainability of fisheries resources. Factors that influence fishermen's participation are divided into internal factors, such as the social conditions of fishermen which include low levels of education and income, as well as external factors such as the intensity of socialization, stimulus from government, and the activeness of facilitators. External factors are proven to be more dominant in influencing fishermen's participation. From this research, it is hoped that it can provide a better understanding of fishermen's participation in sustainable capture fisheries management, as well as provide appropriate policy recommendations to increase their level of participation in maintaining the sustainability of fish resources in the sea.
