Abstract

Kenaikan jumlah penduduk mengakibatkan berbagai permasalahan seperti sampah. Kota Surabaya pada tahun 2022 termasuk kota dengan penghasil sampah terbesar ke-7 di Indonesia. Berdasarkan komposisi sampah Kota Surabaya, sampah plastik menduduki posisi kedua terbanyak yang dihasilkan setelah sampah sisa makanan, yaitu sekitar 19,44% dari total sampah. Kenaikan timbulan sampah terus menerus membuat pemerintah mengeluarkan Permen LHK No. 75 Tahun 2019 mengenai peta jalan pengurangan sampah oleh produsen dan Peraturan Walikota Surabaya (Perwali) No. 16 Tahun 2022 yang menjelaskan larangan penggunaan kantong plastik pada pusat perbelanjaan, pasar rakyat, toko swalayan, dan restoran. Pada tahun 2023, pasar menyumbang 14,9% sampah terhadap total timbulan sampah Provinsi Jawa Timur. Dengan diberlakukannya kebijakan pengurangan sampah plastik maka perlu diketahui implementasi kebijakan tersebut di pasar. Tujuan dari penelitian ini adalah mengkaji timbulan dan komposisi serta reduksi sampah plastik sekali pakai (PSP), menganalisis partisipasi masyarakat dan memberikan rekomendasi dalam pengurangan PSP di pasar. Penelitian ini mengkaji aspek teknis dan aspek partisipasi masyarakat dalam pengurangan PSP. Pengukuran timbulan sampah dilakukan dengan metode load count analysis. Dilakukan material flow analysis (MFA) untuk mengetahui aliran dan reduksi sampah. Pengumpulan data partisipasi masyarakat dilakukan dengan penyebaran kuesioner kepada 3 pengelola pasar, 92 pedagang pasar, dan 268 pengunjung pasar. Kuesioner diolah menggunakan skala likert dan Structural Equation Modeling (SEM). Rata-rata berat sampah PSP pada Pasar Cabang Timur adalah 525,4 kg/hari dan laju timbulan sampah PSP sebesar 0,0065 kg/m2.hari. Selain itu komposisi sampah PSP sebesar 7,3% dari total sampah pasar dan sampah PSP yang paling banyak adalah kantong plastik. Reduksi eksisting PSP pada Pasar Cabang Timur sebesar 1%. Tingkat pastisipasi masyarakat dalam pengurangan PSP di pasar dinilai kurang maksimal. Hal ini disebabkan karena pengelola pasar yang masih tidak memberikan pemberitahuan secara rutin, pedagang pasar yang masih memberikan kantong plastik, dan pengunjung pasar yang masih meminta kantong plastik. Berdasarkan SEM, variabel yang mempengaruhi tingkat partisipasi masyarakat adalah perilaku sebelum kebijakan. Rekomendasi untuk meningkatkan partisipasi masyarakat dalam pengurangan PSP dengan cara menyediakan tempat sampah pilah, mengadakan sosialisasi rutin, membentuk tim pengawas, dan mengganti kantong plastik.

The increase in population has resulted in various problems such as solid waste. In 2022, Surabaya City generated 651,043 tons of solid waste per year and was included in the city with the 7th largest solid waste producer in Indonesia. Based on the solid waste composition of the City of Surabaya, plastic waste is in the second position produced after food waste, which is around 19,44% of the total solid waste. The continuous increase in waste generation has prompted the government to issue Minister of Environment and Forestry Regulation (Permen LHK) No. 75 of 2019 concerning a road map for reducing waste by producers and Surabaya Mayor Regulation (Perwali) No. 16 of 2022 explains the prohibition on the use of plastic bags in shopping centers, traditional markets, supermarkets, and restaurants. In 2023, traditional market contributed 14,9% of solid waste to the total waste generation of East Java Province. With the implementation of plastic waste reduction policy, it is necessary to evaluate the implementation of this policy in traditional markets. The aim of this research is to examine the generation, composition, and reduction of single-use plastic (SUP) waste, assess community participation and provide recommendations for reducing SUP in traditional market. This research examined the technical aspects and aspects of community participation in reducing SUP. Measuring waste generation was carried out using the load count analysis method. Material flow analysis (MFA) was carried out to determine waste flow and reduction. Community participation data was collected by distributing questionnaires to 3 market managers, 92 market traders and 268 market visitors. The questionnaire was processed using a Likert scale and Structural Equation Modeling (SEM). The average weight of SUP waste at the East Branch Market is 525,4 kg/day and the SUP waste generation rate is 0.0065 kg/m2.day. Apart from that, the composition of SUP waste is 7.3% of the total market solid waste and the most common SUP waste is plastic bags. The existing reduction in the East Branch Market is 1%. The level of community participation in reducing SUP in the market is considered less than optimal. This is because market managers still do not provide regular notifications, market traders still provide plastic bags, and market visitors still ask for plastic bags. Based on SEM, the variable that influences the level of community participation is behavior before the policy. Recommendations to increase community participation in reducing single-use plastic by providing waste sorting bin, holding regular outreach, forming a monitoring team, and replacing the use of plastic bag.
