Abstract

Praktik pengelolaan sampah di Jakarta yang mengandalkan pembuangan akhir di Landfill TPST Bantargebang menjadi kontributor utama dalam peningkatan emisi gas rumah kaca (GRK) sektor persampahan. Proses dekomposisi sampah oleh aktivitas mikroorganisme yang tertimbun dalam landfill menghasilkan sekitar 60% metana (CH4) dan 40% karbon dioksida (CO2). Gas CH4 merupakan produk gas dominan yang dihasilkan dari landfill. Gas CH4 merupakan GRK penyumbang pemanasan global 21 kali lebih besar dari gas CO2. Peningkatan konsentrasi GRK di atmosfer dapat menyebabkan efek rumah kaca yang semakin kuat. Pengelola TPST Bantargebang memanfaatkan gas metana untuk dikonversi menjadi energi listrik. Namun, praktik pengelolaan gas metana di TPST Bantargebang masih menjadi kendala. Penjualan listrik tidak selalu mencapai full capacity. Mesin yang beroperasi tanpa henti sering mengalami trip (mati mendadak), jalur sumur, dan pipa penghubung banyak mengalami kerusakan namun tidak kunjung diperbaiki karena terkendala biaya. Untuk mengatasi kendala tersebut, perlu dilakukan penelitian untuk menginventarisasi dan mengevaluasi pengelolaan emisi gas rumah kaca di Landfill TPST Bantargebang. Inventarisasi dilakukan untuk menghitung besarnya emisi CH4 di Landfill TPST Bantargebang. Evaluasi dilakukan untuk menilai pendapatan penjualan listrik yang didasarkan pada parameter aspek teknik. Inventarisasi dan evaluasi diperoleh dengan cara penelitian lapangan. Data yang digunakan berupa data primer dan sekunder. Perhitungan emisi gas metana yang dihasilkan dari Landfill TPST Bantargebang dihitung menggunakan metode IPCC Guideline 2006. Setelah didapatkan hasil emisi gas metana yang diproduksi di Landfill TPST Bantargebang, selanjutnya dilakukan evaluasi terhadap pendapatan penjualan listrik power house dengan pendekatan ekonomi. Dapat ditarik kesimpulan, besar emisi gas metana (CH4) di Landfill TPST Bantargebang tahun 2023 adalah 283,84 Gg CO2 eq. Sementara, pendapatan penjualan listrik power house bersifat fluktuatif dari tahun ke tahun dan cenderung negatif yang menunjukkan bahwa power house mengalami kerugian dalam beberapa tahun terakhir. Hal tersebut dipengaruhi oleh produksi listrik, produksi gas metana, harga jual listrik, pendapatan kotor dan bersih, serta biaya operasional dan pemeliharaan.

Waste management practices in Jakarta which rely on final disposal at Bantargebang Integrated Waste Management Site (IWMS) Landfill are a major contributor of the increasing of greenhouse gas (GHG) emissions in the waste sector. The waste decomposition process by the activity of microorganisms buried in landfills produces around 60% methane (CH4) and 40% carbon dioxide (CO2). CH4 gas is the dominant gas which produced from landfill. CH4 gas is a GHG that contributes to global warming 21 times bigger than CO2 gas. Increasing GHG concentrations in the atmosphere can cause stronger greenhouse effect. Bantargebang IWMS managers utilize methane gas to be converted into electrical energy. However, the practice of methane gas management at Bantargebang IWMS is still an obstacle. Electricity sales do not always reach full capacity. Machines that operate non-stop often experience sudden trips/off, well lines, and connecting pipes are damage but not repaired yet due to cost constraints. To overcome these obstacles, research needs to be carried out to inventory and evaluation the management of greenhouse gas emissions at Bantargebang IWMS Landfill. Inventory is carried out to measure the amount of CH4 emissions at Bantargebang IWMS Landfill. The evaluation is conducted to assess the electricity sales revenue based on the technical aspect parameters.
Inventory and evaluation are obtained by field research. The data used is both primary and secondary data. The calculation of methane gas emissions produced from the Bantargebang IWMS Landfill is calculated using the 2006 IPCC Guideline method. After obtaining the results of methane gas emissions produced at Bantargebang IWMS Landfill, an economic evaluation of the electricity sales revenue of the power house was then carried out using an economic approach.
In conclusion, the methane gas emission level at Bantargebang IWMS Landfill in 2023 was 283,84 Gg CO2 eq. Meanwhile, the electricity sales revenue of the power house fluctuates from year to year and tends to decline, indicating that the Bantargebang power house has experienced losses in recent years. This is influenced by electricity production, methane gas production, electricity selling price, gross and net income, and operational and maintenance costs.
