Abstract
Kebutuhan vitamin A di dalam negeri terus meningkat akibat dari penerapan program fortifikasi vitamin A oleh pemerintah dalam minyak goreng kelapa sawit, yang sesuai dengan Standar Nasional Indonesia. Minyak sawit merupakan minyak nabati dengan kandungan karotenoid (pro-vitamin A) yang sangat tinggi selaras dengan Sustainable Development Goal (SDGs) poin ke-3 yaitu kehidupan sehat dan sejahtera. Bahan baku utama dalam proses di pabrik ini adalah Crude Palm Oil (CPO). Provinsi Riau memiliki produksi sebesar 9,05 juta ton dengan luas sebesar 2,92 juta hektar. Pabrik tersebut akan didirikan di Kecamatan Tanah Putih Kabupaten Rokan Hulu, Riau karena memiliki kondisi geografis, ketersediaan tenaga kerja, utilitas, dan lain sebagainya. Untuk proses pengolahan karoten ini dibagi menjadi tiga tahap yaitu tahap separasi, tahap purifikasi, dan tahap Drying. Pada tahapan separasi dipilih pemisahan dengan metode adsorption chromatographic proses utama pemisahan komponen – komponen dalam sampel dengan cara mengalirkan sampel melewati suatu kolom. Adsorben yang digunakan dalam adsorption chromatographic yaitu Diaion HP-20 dengan pelarut yang dipilih adalah ethanol dan n-hexsan. Bahan baku CPO yang diperlukan sebesar 31.565 kg/ jam dan mampu menghasilkan produk karoten yaitu 12.626 kg/jam. Dari segi teknis, pabrik karoten ini layak karena spesifikasi setiap produk yang dihasilkan sudah sesuai dan layak untuk dijual. Berdasarkan hasil analisis ekonomi, didapatkan nilai CAPEX sebesar Rp 428.078.758.504,38, OPEX sebesar Rp10.786.069.474.347,5, IRR sebesar 25,13%, POT sebesar 3,5 tahun, dan NPV sebesar Rp868.224.750.626,86. Dari hasil analisis tersebut dapat disimpulkan bahwa pabrik karoten ini layak untuk didirikan.

The domestic demand for vitamin A continues to increase due to the implementation of the government's vitamin A fortification program in palm cooking oil, which is in accordance with the Indonesian National Standard. Palm oil is a vegetable oil with a very high carotenoid (pro-vitamin A) content in line with Sustainable Development Goal (SDGs) point 3, namely a healthy and prosperous life. The main raw material in the process at this plant is Crude Palm Oil (CPO). Riau Province has a production of 9.05 million tons with an area of 2.92 million hectares. The plant will be established in Tanah Putih District, Rokan Hulu Regency, Riau because it has geographical conditions, labor availability, utilities, and so on. The carotene processing process is divided into three stages, namely the separation stage, purification stage, and drying stage. In the separation stage, the adsorption chromatographic method is chosen as the main process of separating the components in the sample by flowing the sample through a column. The adsorbent used in adsorption chromatographic is Diaion HP-20 with the solvents chosen are ethanol and n-hexsan. The required CPO raw material is 31,565 kg/hr and is capable of producing carotene products of 12,626 kg/hr. From a technical point of view, this carotene plant is feasible because the specifications of each product produced are appropriate and suitable for sale. Based on the results of the economic analysis, the CAPEX value of Rp428,078,758,504.38, OPEX of Rp10,786,069,474,347.5, IRR of 25.13%, POT of 3.5 years, and NPV of Rp868,224,750,626.86 were obtained. From the results of the analysis it can be concluded that this carotene plant is feasible to establish.
