Abstract

Kegiatan distribusi Bahan Bakar Minyak (BBM) adalah salah satu aspek penting dalam rantai pasokan energi global, yang memengaruhi berbagai sektor ekonomi dan aspek kehidupan sehari-hari. Dari kegiatan tersebut tidak lepas dari dampak lingkungan yang dihasilkan. Oleh karena itu, penting untuk memahami dampak lingkungan distribusi BBM untuk mengidentifikasi cara mengurangi dampak negatif yang dihasilkan melalui penilaian daur hidup atau Life Cycle Assessment (LCA) serta potensi ekonomi sirkular yang dihasilkan dari program perbaikan lingkungan yang telah diterapkan.
Penelitian ini bertujuan untuk menganalisis dampak lingkungan yang paling dominan dari kegiatan distribusi BBM. Analisa dampak lingkungan menggunakan metode analisa dampak ReCipe 2016 dengan pendekatan gate to gate meliputi kegiatan penerimaan BBM, fuel storage tank, pompa elmot, filling shed (mobil tangki dan rail tank wagoon). Hasil analisa dampak selanjutnya dilakukan upaya perbaikan dari berdasarkan besaran dampak dan hotspot yang diperoleh. Dalam penentuan upaya perbaikan menggunakan pendekatan Analitycal Hierarchy Process (AHP). Penentuan upaya perbaikan ditimbang berdasarkan aspek teknis, nilai ekonomis, serta dampak lingkungan yang dihasilkan serta dianalisa potensi ekonomi sirkularnya dalam kegiatan distribusi BBM.
Hasil analisa LCA distribusi BBM menimbulkan dampak terhadap lingkungan berupa midpoint pada kategori global warming: 0,1453 kg CO2eq, stratospheric ozone depletion: 0,000000000724 kg CFC11eq, ozone formation, human health: 0,00004768 kg NOxeq, fine particulate matter formation: 0,0000010919 kg PM2.5eq, ozone formation, terrestrial ecosystems: 0,000031904 kg NOxeq, terrestrial acidification: 0,000007825 kg SO2eq, dan water consumption: 0,000657 m3. Dampak endpoint kategori dampak human health: 0,000000136 daily, serta ecosystems: 0,000000000412 species.yr. Unit proses menjadi hotspot dalam kegiatan distribusi BBM adalah pompa elmot. Berdasarkan pendekatan AHP, program perbaikan yang menjadi prioritas adalah program VSD dengan nilai bobot hasil analisa sebesar 0,572 atau sebesar 57,2%. Program VSD terpilih menjadi prioritas program karena dinilai memberikan pengaruh yang signifikan terhadap aspek lingkungan, aspek finansial, dan teknis. Program VSD dapat menerapkan prinsip ekonomi sirkular yaitu prinsip nomor 1 yaitu menyesuaikan masukan ke sistem dengan tingkat regenerasi, prinsip 2 yaitu menyesuaikan keluaran dari sistem dengan tingkat penyerapan, dan prinsip 3 yaitu menutup sistem, berupa pemanfaatan emisi CH4 menjadi sumber energi listrik.

Fuel Oil (BBM) distribution activities are an important aspect of the global energy supply chain, which influences various economic sectors and aspects of daily life. These activities cannot be separated from the resulting environmental impacts. Therefore, it is important to understand the environmental impact of fuel distribution to identify ways to reduce the negative impacts resulting from Life Cycle Assessment (LCA) as well as the potential for a circular economy resulting from environmental improvement programs that have been implemented.
This research aims to analyze the most dominant environmental impacts of fuel distribution activities. Environmental impact analysis using the ReCipe 2016 impact analysis method with a gate to gate approach includes activities for receiving fuel, fuel storage tanks, elmot pumps, filling shed (tankers and rail tank wagoons). The results of the impact analysis are then carried out to improve efforts based on the magnitude of the impact and hotspots obtained. In determining improvement efforts using the Analytical Hierarchy Process (AHP) approach. Determination of improvement efforts is weighed based on technical aspects, economic value, and the resulting environmental impact and the circular economy potential in fuel distribution activities is analyzed.
The results of the LCA analysis have an impact on the environment in the form of midpoint in the global warming category: 0.1453 kg CO2eq, stratospheric ozone depletion: 0.000000000724 kg CFC11eq, ozone formation, human health: 0.00004768 kg NOxeq, fine particulate matter formation: 0.0000010919 kg PM2.5eq, ozone formation, terrestrial ecosystems: 0.000031904 kg NOxeq, terrestrial acidification: 0.000007825 kg SO2eq, and water consumption: 0.000657 m3. Endpoint impact in the human health impact category: 0.000000136 daily, and ecosystems: 0.000000000412 species.yr. The process unit that is a hotspot in fuel distribution activities is the elmot pump. Based on the Analytical Hierarchy Process (AHP) approach, the priority improvement program is the Variable Speed Drive (VSD) program with a weight value of the analysis results of 0.572 or 57.2%. The VSD program was chosen as a priority program because it was considered to have a significant influence on environmental, financial and technical aspects. VSD can apply circular economy principles, namely principle number 1 adjusting input to the system with the regeneration level, principle 2 adjusting the output from the system with the absorption level, and principle 3 closing the system, utilizing CH4 emissions into a source of electrical energy.
