Abstract

Ketersediaan cadangan pangan nasional merupakan indikasi terjaganya ketahanan pangan. Kondisi ini sangat penting karena dapat memberikan kepastian hidup yang sehat, bergizi, dan produktif bagi masyarakat. Untuk mewujudkan hal ini diperlukan pengelolaan infrastruktur pendukung, salah satunya pengelolaan jaringan irigasi pada suatu daerah irigasi yang optimal agar meningkatkan produktivitas pertanian di daerah tersebut. Daerah irigasi (DI) Pacal Kanan merupakan bagian dari jaringan irigasi Pacal yang terletak di Kabupaten Bojonegoro, Jawa Timur. Jaringan irigasi ini memiliki luas 5.084 Ha dan mendapatkan suplai air dari Bendungan Pacal. Isu perubahan iklim menjadi variabel yang memungkinkan menjadi penyebab tidak menentunya ketersediaan air pada jaringan irigasi Pacal Kanan sehingga membuat tidak terpenuhinya kebutuhan air pada jaringan irigasi ini. Permasalahan tersebut akan berdampak pada pola tanam Daerah Irigasi Pacal Kanan sehingga diperlukan optimasi ulang untuk memenuhi kebutuhan air sawah sesuai dengan ketersediaan air yang ada. Berdasarkan permasalahan tersebut, penulis melakukan optimasi ulang pola tanam pada Daerah Irigasi Pacal Kanan dengan metode program linear menggunakan alat bantu POM-QM for Windows 4. Optimasi dilakukan dengan fungsi tujuan berdasarkan luas lahan tanam. Selain itu, terdapat beberapa fungsi batas yaitu ketersediaan air irigasi dan luas lahan tanaman palawija yang didasarkan pada hasil pertanian Daerah Irigasi Pacal Kanan beberapa tahun terakhir. Dalam optimasi ini direncanakan enam alternatif pola tanam dan dipilih satu alternatif dengan hasil yang paling optimal. Hasil optimasi berdasarkan luas lahan tanam didapatkan intensitas tanam dalam setahun sebesar 287,44% dan keuntungan hasil pertanian sebesar Rp148,66 Milyar pada alternatif pola tanam skenario 5A dengan pola tanam Padi, Padi – Kedelai, Padi – Jagung – Kedelai.

The availability of national food reserves is an indication of maintained food security. This condition is very important because it can provide certainty of a healthy, nutritious and productive life for the community. To realize this, management of supporting infrastructure is needed, one of which is optimal management of the irrigation network in an irrigation area in order to increase agricultural productivity in that area. The Pacal Kanan irrigation area (DI) is part of the Pacal irrigation network located in Bojonegoro Regency, East Java. This irrigation network has an area of 5.084 Ha and gets its water supply from the Pacal Dam. The issue of climate change is a variable that may be the cause of the uncertain availability of water in the Pacal Kanan irrigation network, resulting in water needs in this irrigation network not being met. This problem will have an impact on the planting pattern of the Pacal Kanan Irrigation Area so that re-optimization is needed to meet the water needs of rice fields in accordance with existing water availability. Based on these problems, the author re-optimized the planting pattern in the Pacal Kanan Irrigation Area using a linear programming method using the POM-QM for Windows 4 tool. Optimization was carried out with an objective function based on the area of planted land. Apart from that, there are several boundary functions, namely the availability of irrigation water and the area of land for secondary crops which are based on agricultural results from the Pacal Kanan Irrigation Area in recent years. In this optimization, six alternative planting patterns were planned and one alternative was selected with the most optimal results. Optimization results based on the area of planted land showed that the annual planting intensity was 287,44% and the profit from agricultural products was IDR 148,66 billion in the alternative planting pattern scenario 5A with the planting patterns of Rice, Rice - Soybeans, Rice - Corn - Soybeans.
