Abstract
Pengelolaan Lingkungan Hidup memiliki peran penting dalam pembangunan daerah demi mendukung pembangunan berkelanjutan. Salah satu tantangan yang ditemui di Kabupaten Bolaang Mongondow Timur (Kabupaten Boltim) yaitu permasalahan pengelolaan sampah berupa terbatasnya sarana dan prasarana pengelolaan sampah, khususnya ketersediaan Tempat Pemrosesan Akhir (TPA) Sampah. Berdasarkan kondisi tersebut, untuk mengetahui efektivitas pengelolaan sampah perlu dilakukan penelitian terkait Kinerja Pengelolaan Sampah di Kabupaten Boltim.
Upaya penilaian kinerja pengelolaan sampah di Kabupaten Boltim dilakukan antara lain: pertama, menganalisis aspek pelayanan berdasarkan standar normatif dengan membandingkan data jumlah sampah terangkut, penduduk terlayani, dan luas daerah terlayani; kedua, berdasarkan konsep keberlanjutan lingkungan, dilakukan analisis deskriptif kuantitatif terhadap pandangan masyarakat mengenai berbagai aspek yang mempengaruhi pengelolaan sampah; dan ketiga, penentuan strategi pengelolaan sampah dengan menggunakan analisis SWOT.
Berdasarkan standar normatif, kinerja pengelolaan sampah Kabupaten Boltim pada sampah terangkut capaian sebesar 10,23%, dengan luas wilayah terlayani 21,64%. Pengelolaan sampah Kabupaten Boltim juga tidak mendukung penerapan konsep keberlanjutan lingkungan terlihat dari seluruh aspek pengelolaan sampah. Oleh karena itu, strategi bertahan adalah pilihan yang tepat dalam pengelolaan sampah Kabupaten Boltim mengingat kondisi pengelolaan yang masih terbatas pada aspek teknis maka perlu melakukan pembenahan terhadap seluruh aspek.

Environmental management has an important role in regional development to support sustainable development. One of the challenges encountered in East Bolaang Mongondow Regency (Boltim Regency) is the problem of waste management in the form of limited waste management facilities and infrastructure, especially the availability of Waste Final Processing Sites (TPA). Based on these conditions, to determine the effectiveness of waste management, it is necessary to carry out research related to Waste Management Performance in the Boltim Regency.
Efforts to assess waste management performance in Boltim Regency activities include: first, analyzing service aspects based on normative standards by comparing data on the amount of waste transported, the population served, and the area served; second, based on the concept of environmental desirability, a quantitative descriptive analysis was carried out on the community's views regarding various aspects that influence waste management; and third, determining waste management strategies using SWOT analysis.
Based on normative standards, Boltim Regency's waste management performance in transported waste reached 10.23%, with an area served of 21.64%. Boltim Regency's waste management also does not support the application of the concept of environmental sustainability seen from all aspects of waste management. Therefore, a defensive strategy is the right choice in Boltim Regency's waste management, considering that the management conditions are still limited to technical aspects, so it is necessary to make improvements to all aspects.
