Abstract

Pariwisata berkelanjutan merupakan salah satu implementasi dari Tujuan Pembangunan Berkelanjutan (TPB) atau Sustainable Development Goals (SDG's). Pariwisata berkelanjutan mempertimbangkan dampak sosial budaya, ekonomi, dan lingkungan. Kemenparekraf/Baparekraf berfokus pada upaya mendorong perkembangan pariwisata yang berkelanjutan di negara Indonesia. Pemberdayaan dan partisipasi masyarakat lokal menjadi pilar utama pariwisata berkelanjutan. Salah satu pariwisata berkelanjutan yang ada di Kabupaten Malang tepatnya terletak di Desa Selorejo adalah Bumi Perkemahan Bedengan Malang. Implementasi konsep pariwisata berkelanjutan di Bumi Perkemahan Bedengan mencerminkan keterlibatan erat masyarakat dalam seluruh proses pengelolaan dan pengembangan destinasi ini. Penelitian ini bertujuan untuk mengetahui bentuk serta tingkatan partisipasi masyarakat yang berada di Desa Selorejo. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan studi kasus. Pengumpulan data yang dilakukan meliputi observasi, wawancara, dokumen, dan studi pustaka. Metode yang digunakan dalam menganalisis data yang terdiri dari pengumpulan data, reduksi data, penyajian data hasil reduksi, dan penarikan kesimpulan. Uji keabsahan data menggunakan triangluasi teknik sebagai metode dalam menguji validitas dan reliabilitas data. Hasil penelitian menunjukkan bahwa wisata Bumi Perkemahan Bedengan telah berada di status wisata yang berkelanjutan karena telah memperhatikan tiga aspek utama yaitu ekonomi, sosial, dan lingkungan. Bentuk partisipasi dalam pengembangan Bumi Perkemahan Bedengan Malang, disimpulkan bahwa masyarakat Desa Selorejo memiliki keempat bentuk partisipasi dan tingkatan partisipasi masyarakat Desa Selorejo menurut Ladder of Participation, disimpulkan bahwa tingkatan partisipasi masyarakat Desa Selorejo berada pada tingkat kekuasaan Citizen Power, dimana tingkat ini merupakan tingkat partisipasi yang paling tinggi dan paling kuat dalam hierarki partisipasi yang memberikan masyarakat kendali penuh atas proses pengambilan keputusan dan implementasi program. Tingkat partisipasinya berada pada tingkat Partnership, dimana masyarakat memiliki tingkatan setara dengan pemangku kepentingan. Pada tingkat Partnership, masyarakat memiliki pengaruh yang lebih besar dalam menentukan arah dan strategi, meskipun masih ada kontrol dari pihak berwenang.

Sustainable tourism is one of the implementations of the Sustainable Development Goals (SDG's). Sustainable tourism considers socio-cultural, economic and environmental impacts. Kemenparekraf/Baparekraf focuses on encouraging the development of sustainable tourism in Indonesia. Empowerment and participation of local communities are the main pillars of sustainable tourism. One of the sustainable tourism in Malang Regency, precisely located in Selorejo Village, is the Bedengan Campground in Malang. The implementation of the concept of sustainable tourism at Bedengan Campground reflects the close involvement of the community in the entire process of managing and developing this destination. This research aims to determine the form and level of community participation in Selorejo Village. The method used in this research is qualitative with a case study approach. Data collection included observation, interviews, documents, and literature study. The method used in analyzing data consists of data collection, data reduction, presentation of the reduced data, and conclusion drawing. The data validity test uses triangluation techniques as a method in testing the validity and reliability of the data. The results showed that Bedengan Campground tourism has been in a sustainable tourism status because it has paid attention to three main aspects, namely economic, social, and environmental. Forms of participation in the development of Bedengan Campground Malang, it is concluded that the Selorejo Village community has all four forms of participation and the level of participation of the Selorejo Village community according to the Ladder of Participation, it is concluded that the level of participation of the Selorejo Village community is at the Citizen Power level, where this level is the highest and most powerful level of participation in the participation hierarchy that gives the community full control over the decision-making process and program implementation. The level of participation is at the Partnership level, where the community is equal to the stakeholders. At the Partnership level, communities have greater influence in determining direction and strategy, although there is still control from the authorities.
