Abstract
Potensi desa yang beragam mendorong masyarakat untuk mengelola dan menghasilkan
manfaat ekonomi maupun sosial. Pengembangan sumber daya manusia di perdesaan muncul
karena adanya upaya yang dilakukan masyarakat, salah satunya adalah melalui
entrepreneurship budidaya ikan hias. Salah satu wilayah dengan kegiatan entrepreneurship
budidaya ikan hias terbesar di Jawa Timur adalah Desa Canggu, Kabupaten Kediri. Penelitian
ini bertujuan untuk mengkaji entrepreneurship dan pengembangan sumber daya manusia
perdesaan dengan fokus analisis pada entrepreneurial intention dan entrepreneurial capacity
masyarakat Desa Canggu dalam pengelolaan budidaya ikan hias. Metode penelitian yang
digunakan adalah metode kualitatif dengan pendekatan fenomenologi. Hasil penelitian
menunjukkan bahwa entrepreneurial intention pelaku usaha budidaya ikan hias di Desa
Canggu dipengaruhi oleh faktor internal dan eksternal. Faktor internal tersebut meliputi
motivasi ekonomi dan pendidikan, sedangkan eksternal dipengaruhi dari usaha keluarga,
potensi lingkungan alam, dan sosial kemasyarakatan. Strategi untuk meningkatkan
entrepreneurial capacity dilakukan melalui tiga strategi utama, yaitu melalui upaya individu,
kegiatan berkelompok, dan melibatkan peran Pemerintah Desa Canggu. Dalam upaya
mengembangkan usaha, pelaku budidaya ikan hias menghadapi tantangan internal dan
eksternal. Tantangan internal meliputi rendahnya kesadaran pelaku usaha terhadap peningkatan
pengetahuan dan keterampilan serta tantangan untuk berinovasi. Sementara itu, tantangan
eksternal meliputi tantangan dalam penjualan online, penurunan jumlah pelanggan, complaint
management, faktor alam yang tidak menentu, dan timbulnya persaingan lokal.

The diverse potential of villages encourages communities to manage and generate both
economic and social benefits. Human resource development in rural areas emerges due to
community efforts, one of which is through entrepreneurship in ornamental fish farming. One
of the regions with the largest ornamental fish farming entrepreneurship activities in East Java
is Canggu Village, Kediri Regency. This research aims to examine entrepreneurship and rural
human resource development, focusing on the analysis of entrepreneurial intention and
entrepreneurial capacity of the Canggu Village community in managing ornamental fish
farming. The research method used is qualitative with a phenomenological approach. The
results show that the entrepreneurial intention of ornamental fish farming entrepreneurs in
Canggu Village is influenced by internal and external factors. Internal factors include economic
motivation and education, while external factors are influenced by family businesses, the
potential of the natural environment, and social community aspects. Strategies to enhance
entrepreneurial capacity are implemented through three main strategies: individual efforts,
group activities, and involving the role of the Canggu Village Government. In developing their
businesses, ornamental fish farming entrepreneurs face both internal and external challenges.
Internal challenges include low awareness among entrepreneurs about improving knowledge
and skills and the challenge of innovating. Meanwhile, external challenges include difficulties
in online sales, a decrease in customer numbers, complaint management, unpredictable natural
factors, and the emergence of local competition.
