Abstract
Industri pertahanan saat ini tengah bertransformasi dengan pesat, salah satunya melalui pengadaan alutsista berbasis energi listrik. Namun, implementasi proyek semacam ini seringkali dihadapkan pada tantangan dalam manajemen risiko. Kegagalan dalam manajemen risiko dapat berdampak signifikan, mulai dari kerugian finansial, reputasi hingga potensi kebangkrutan perusahaan. Analisis risiko merupakan salah satu bagian dari manajemen risiko yang berfungsi untuk mengetahui tingkat risiko kegagalan proyek. Analisis risiko dalam penelitian ini dilakukan pada proyek pengadaan kendaraan operasional taktis trail listrik yang dikerjakan oleh PT RST selaku BUMN yang bergerak di bidang industri pertahanan. Penelitian ini bertujuan untuk mengidentifikasi, menganalisis, dan merumuskan respons terhadap risiko. Metode yang digunakan dalam penelitian ini yaitu Failure Mode and Effect Analysis (FMEA), Identifikasi risiko pada proyek pengadaan ini dilakukan berdasarkan penelitian terdahulu dan lesson learn proyek sejenis ditemukan 50 variabel risiko, selanjutnya divalidasi melalui kuesioner pendahuluan kepada responden diperoleh 10 variabel risiko yang relevan yang terbagi menjadi 2 kategori risiko yaitu faktor internal sebanyak 7 variabel, dan faktor eksternal sebanyak 3 variabel. Selanjutnya dilakukan assessment dengan cara analisis penilaian tingkat severity (keparahan), tingkat occurrence (kejadian), dan tingkat detection (deteksi) melalui pengisian kuesioner mengacu pada skala penilaian yang telah ditentukan sebelumnya. Hasil penilaian diurutkan untuk mendapatkan variabel nilai Risk Priority Number (RPN) tertinggi. Terdapat 3 variabel risiko dengan nilai RPN tertinggi yaitu, cacat produk (516,52), kesalahan strategi manajemen (493,59), dan kesalahan menghitung harga perkiraan sementara (491,58). Untuk melakukan perumusan respons risiko dilakukan penetapan respons risiko dengan cara Focus Group Discussion (FGD) ditetapkan action plan terhadap masing-masing variabel risiko. Hasil respons risiko digunakan sebagai referensi kuesioner untuk mendapatkan residual risiko, dari 10 variabel yang sebelumnya berada pada posisi high-risk mengalami penurunan menjadi 6 risiko tingkat medium-risk, dan 4 posisi low-risk.

The defense industry is currently transforming rapidly, one of which is through the procurement of electric energy-based defense equipment. However, the implementation of such projects is often faced with challenges in risk management. Failure in risk management can have a significant impact, ranging from financial losses, reputation to potential bankruptcy of the company. Risk analysis is one part of risk management that serves to determine the level of risk of project failure. The risk analysis in this study was carried out on the procurement project of electric trail tactical operational vehicles carried out by PT RST as a BUMN engaged in the defense industry. This research aims to identify, analyze, and formulate responses to risks. The method used in this research is Failure Mode and Effect Analysis (FMEA), Risk identification in this procurement project is carried out based on previous research and lesson learned on similar projects found 50 risk variables, then validated through a preliminary questionnaire to respondents obtained 10 relevant risk variables which are divided into 2 risk categories, namely internal factors as many as 7 variables, and external factors as many as 3 variables. Furthermore, an assessment was carried out by analyzing the severity level, occurrence level, and detection level through filling out a questionnaire referring to a predetermined rating scale. The assessment results are sorted to get the highest Risk Priority Number (RPN) value variable. There are 3 risk variables with the highest RPN values, namely, product defects (516.52), management strategy errors (493.59), and errors in calculating temporary estimate prices (491.58). To formulate a risk response, a risk response is determined by means of a Focus Group Discussion (FGD) to determine the action plan for each risk variable. The results of the risk response were used as a reference questionnaire to obtain residual risks, from 10 variables that were previously in a high-risk position decreased to 6 medium-risk level risks, and 4 low-risk positions.
