Abstract
Studi ini dilatarbelakangi kemacetan yang diakibatkan kegiatan parkir kendaraan pada
badan jalan di kawasan komersial Jalan Tunjungan, Surabaya. Pada ruas jalan ini terjadi
pengurangan lebar jalur lalu lintas efektif akibat aktivitas parkir pada badan jalan (on-street
parking), sehingga kelancaran arus lalu lintas terganggu. Dengan adanya permasalahan tersebut,
maka perlu dilakukan penelitian untuk mengalihkan parkir di Jalan Tunjungan menjadi off�street parking dengan mengetahui karakteristik parkir di badan jalan (on-street parking) dan
pengaruhnya dengan dan tanpa adanya parkir di pinggir jalan terhadap kinerja ruas Jalan
Tunjungan, Surabaya. Data primer yang digunakan meliputi data jumlah kendaraan parkir,
durasi parkir dan volume lalu lintas, sedangkan data sekunder didapatkan dari peta ruas Jalan
Tunjungan, Surabaya. Metode yang digunakan berpedoman pada Pedoman Kapasitas Jalan
Indonesia (PKJI) tahun 2023 dan Pedoman Teknik Direktorat Jendral Perhubungan Darat.
Berdasarkan hasil analisis studi ini disimpulkan kinerja ruas Jalan Tunjungan Surabaya
yang ada telah mengalami kejenuhan dengan nilai sebesar 0,768 pada saat hari kerja dan 0,803
pada saat weekend, sehingga pemindahan lokasi parkir menjadi off-street parking harus segera
diterapkan. Setelah lokasi parkir dipindahkan, derajat kejenuhan mengalami penurunan sebesar
0.368 pada hari kerja dan 0,385 pada saat weekend. Karakteristik parkir yang diperoleh yaitu,
volume parkirsebesar 450 sepeda motor dan 65 mobil, akumulasi parkir maksimum sebesar 53
mobil dan 358 sepeda motor. Kebutuhan ruang parkir untuk dialihkan menjadi Off-Street
Parking sebesar 58 SRP mobil dan 394 SRP sepeda motor. Terdapat potensi Pembangunan
gedung parkir pada peruntukan lahan milik swasta dengan rincian gedung 3 lantai dan dapat
menampung 72 SRP mobil dan 732 SRP sepeda motor.

This study was motivated by traffic jams caused by vehicle parking activities on the road
in the commercial area of Tunjungan Street, Surabaya. On this road section there is a reduction
in the effective width of the traffic lane due to on-street parking activities, so that the smooth
flow of traffic is disrupted. Given these problems, it is necessary to carry out research to divert
parking on Tunjungan Street to off-street parking by knowing the characteristics of on-street
parking and the effect with and without parking on the side of the road on the performance of
the Tunjungan Street section, Surabaya. Primary data used includes data on the number of
parked vehicles, parking duration and traffic volume, while secondary data was obtained from
a map of Tunjungan Street, Surabaya. The method used is guided by the 2023 Indonesian Road
Capacity Guidelines (PKJI) and the Directorate General of Land Transportation's Technical
Guidelines.
Based on the results of this study analysis, it is concluded that the performance of the
existing Tunjungan Street in Surabaya section has experienced saturation with a value of 0.768
on weekdays and 0.803 on weekends, so the transfer of parking locations to off-street parking
must be implemented immediately. After the parking location was moved, the degree of
saturation decreased by 0.368 on weekdays and 0.385 on weekends. The parking characteristics
obtained are, parking volume of 450 motorbikes and 65 cars, maximum parking accumulation
of 53 cars and 358 motorbikes. The need for parking space to be converted to Off-Street Parking
is 58 SRP for cars and 394 SRP for motorbikes. There is potential for the construction of a
parking building on privately owned land with details of a 3-story building and can
accommodate 72 SRP cars and 732 SRP motorbikes.
