Abstract

Nilai keberlanjutan persampahan dalam suatu kawasan dapat ditinjau dari sistem pengelolaannya. TPST Mulyoagung Bersatu sebagai unit pengelola persampahan berbasis swadaya masyarakat telah beroperasi selama 13 tahun untuk melayani lebih dari 48,000 jiwa penduduk Mulyoagung dan sekitarnya. Aktivitas pengelolaan sampah secara 3R (reduksi, guna ulang, dan daur ulang) membantu unit ini dalam melebihi capaian penanganan sampah nasional yang ditargetkan sebesar 70% pada tahun 2025, sehingga TPST Mulyoagung Bersatu layak dijadikan rujukan pengelolaan persampahan yang ada di Indonesia. Praktik keinsinyuran ini bertujuan untuk melakukan evaluasi keberlanjutan dalam sistem pengelolaan persampahan di TPST Mulyoagung Bersatu Kecamatan Dau Kabupaten Malang. Praktik ini mengevaluasi aspek teknis dan operasional. Aspek teknis yang dievaluasi meliputi pemilahan, pengumpulan, dan pengangkutan sampah, yang dapat dilihat dari neraca kesetimbangan massa sampah. Aspek operasional yang dievaluasi meliputi dan peran serta masyarakat serta aspek pendukung lainnya seperti kebutuhan teknologi pengolahan sampah, lahan, dan tenaga kerja. Peran serta masyarakat yang dievaluasi meliputi pengetahuan masyarakat, partisipasi 3R dari rumah, partisipasi masyarakat dalam program pengelolaan persampahan di TPST, kesediaan membayar Iuran Biaya Pengolahan Sampah (IBPS), serta kepuasan masyarakat. Hasil evaluasi dikelompokkan berdasarkan faktor strategis terhadap keberlanjutan TPST dan di analisis dengan metode IFAS-EFAS, sehingga didapatkan rencana pengembangan alternatif yang digambarkan melalui matriks SWOT sebagai skenario.
Hasil praktik keinsinyuran diperoleh evaluasi terhadap aspek teknis dan operasional dalam sistem pengelolaan persampahan di TPST Mulyoagung Bersatu Kecamatan Dau Kabupaten Malang bernilai 47, dalam hal ini nilai tersebut menginterpretasikan aktivitas di TPST Mulyoagung Bersatu telah sesuai dan mendukung keberlanjutan dalam sistem pengelolaan persampahan dan layak dijadikan rujukan pengelolaan persampahan yang ada di Indonesia. Hasil identifikasi dan analisis IFAS-EFAS, diperoleh posisi TPST berada pada posisi Growth and Stability sehingga rekomendasi alternatif strategis dapat digunakan strategi pengembangan atau strategi agresif (SO). Skenario alternatif rencana yakni terdapat reduksi di sumber sampah, bank sampah, dan dan teknologi “reinigen reactor” di TPST. Alternatif tersebut hanya membawa 11.47% residu dari total sampah yang diolah, juga menghasilkan emisi gas rumah kaca terkecil dibandingkan alternatif lainnya, yakni hanya sebesar 10,654.39 eq CO2 ton/tahun.

The sustainable value of waste in an area can be seen from its management system. Mulyoagung Bersatu Material Recovery Facilities (MRF) as a community-based waste management unit has been operating for 13 years to serve more than 48,000 residents of Mulyoagung and its surroundings. 3R waste management activities (reduction, reuse and recycling) help this unit exceed the national waste management achievement target of 70% by 2025, so that the Mulyoagung Bersatu MRF is worthy of being used as a reference for waste management in Indonesia. This engineering practice aims to evaluate the sustainability of the waste management system at the Mulyoagung Bersatu MRF, Dau District, Malang Regency.
This practice evaluates technical and operational aspects. The technical aspects evaluated include sorting, collecting and transporting waste, which can be seen from the waste mass balance balance. The operational aspects evaluated include the role of the community as well as other supporting aspects such as the need for waste processing technology, land and workforce. Community participation evaluated includes: community knowledge, 3R participation from home, community participation in waste management programs at TPST, willingness to pay (WTP), and community satisfaction. The evaluation results were grouped based on strategic factors regarding TPST sustainability and analyzed using the IFAS-EFAS method, so that an alternative development plan was obtained which was described through the SWOT matrix as a scenario. This scenario is compared with the estimated amount of residue produced and the estimated greenhouse gas (GHG) emissions produced to represent the value of sustainability in the waste management system.
The results of engineering practice obtained an evaluation of the technical and operational aspects of the waste management system at the Mulyoagung Bersatu MRF, Dau District, Malang Regency, with a value of 47, where in this case this value interprets that the activities at the Mulyoagung Bersatu MRF are appropriate and support sustainability in the waste management system and are worthy of being used as a reference. waste management in Indonesia. The results of the IFAS-EFAS identification and analysis show that the MRF position is in the Growth and Stability position so that strategic alternative recommendations can be used as development strategies or aggressive strategies (SO). The alternative scenario for the selected waste management system development plan at the Mulyoagung Bersatu MRF, Dau District, Malang Regency, is that there is a reduction in waste sources, waste banks, and "reinigen reactor" technology at the MRF. This alternative only carries 11.47% residue from the total waste processed, and also produces the smallest greenhouse gas emissions compared to other alternatives, only 10,654.39 eq CO2 tons/year.
