Abstract

Industri ketenagalistrikan merupakan salah satu industri yang berpengaruh secara signifikan terhadap perekonomian Indonesia. Dengan adanya tenaga listrik, perekonomian Indonesia dapat bertumbuh sehingga berdampak pada pertumbuhan Produk Domestik Bruto (PDB) per kapita. Sebagai perusahaan yang bergerak di bidang penyedia jasa pembangkit listrik, PT PLN Nusantara Power Services menyediakan berbagai layanan yang dapat mendukung operasional pembangkit listrik dan proyek, salah satunya adalah layanan Operation & Maintenance (O&M). Layanan Operation & Maintenance (O&M) merupakan salah satu core business PT PLN Nusantara Power Services. Salah satu aktivitas dalam layanan O&M yang dilakukan oleh PT PLN Nusantara Power Services adalah pengadaan. Kondisi proses pengadaan O&M di PT PLN Nusantara Power Services masih belum efisien yang ditunjukkan dari adanya keterlambatan pada proses pengadaan O&M, yaitu adanya 57 pengadaan O&M yang mengalami keterlambatan dari total 278 pengadaan O&M pada tahun 2024. Sebagai upaya untuk mengeliminasi waste yang menyebabkan keterlambatan, digunakan konsep lean supply chain untuk meningkatkan efisiensi proses pengadaan O&M PT PLN Nusantara Power Services. Metode yang digunakan adalah Value Stream Mapping (VSM), Process Activity Mapping (PAM), Waste Assessment Model (WAM), dan Diagram Fishbone. Pengambilan data dengan Value Stream Mapping untuk permintaan pengadaan pada tahun 2023 hingga 2024 pada metode pelelangan terbuka menunjukkan bahwa lead time dari proses pengadaan adalah 110 hari dengan waktu proses (value added time) selama 85 hari. Berdasarkan perhitungan menggunakan Process Activity Mapping, diperoleh proporsi value added activity sebesar 48,4%, non value added activity sebesar 18,2% dan necessary but non value added activity sebesar 33,4%. Diperoleh dua waste tertinggi dari hasil dari perhitungan Waste Assessment Model, yaitu Unnecessary Motion dan Defect sehingga diusulkan 5 langkah perbaikan, yaitu penggunaan preventive maintenance, perbaikan database, pembuatan checksheet kelengkapan dokumen PR pada setiap divisi, penambahan fitur deteksi dokumen pada database, dan penambahan indikator keberhasilan proses pengadaan berdasarkan SCOR.

The power generation industry is one of the most influential sectors on the Indonesian economy. Access to electricity fuels economic growth, leading to an increase in per capita Gross Domestic Product (GDP). As a power plant services provider, PT PLN Nusantara Power Services offers a range of services to support power plant operations and projects, including Operation & Maintenance (O&M). O&M service is a core business for PT PLN Nusantara Power Services. One of the key activities within O&M services offered by PT PLN Nusantara Power Services is procurement. The current procurement process for O&M at PT PLN Nusantara Power Services is not efficient, as evidenced by delays in the O&M procurement process. In 2024, there were 57 out of 278 O&M procurements that have delays. Based on interviews with one of the employees, one of the primary causes of O&M procurement delays is the frequent return of Purchase Requests (PRs) to earlier stages of the process. To eliminate waste and improve O&M procurement efficiency, lean supply chain will be implemented. The methods used are Value Stream Mapping (VSM), Process Activity Mapping (PAM), Waste Assessment Model (WAM), and Fishbone Diagram. Value Stream Mapping for procurement requests in 2023-2024 for the open tender method indicates that the lead time for the procurement process is 110 days with a process time (value-added time) of 85 days. Based on the Process Activity Mapping, the proportion of value-added activities is 48.4%, non-value-added activities is 18.2%, and necessary but non-value-added activities is 33.4%. The two critical wastes obtained from the Waste Assessment Model calculations are Unnecessary Motion and Defect. Therefore, 5 improvement steps are proposed: preventive maintenance, database improvement, PR document checklist as a quality control form, document detection feature in the database, and addition of procurement process performance indicators based on SCOR.
