Abstract

Angkutan perdesaan merupakan salah satu bentuk pelayanan angkutan umum di Kabupaten Jombang yang saat ini mengalami penurunan jumlah armada dan minat masyarakat yang salah satunya terjadi pada trayek angkutan perdesaan rute Ngoro-Jombang. Berkurangnya jumlah armada dipengaruhi oleh sepinya penumpang akibat turunnya minat masyarakat terhadap angkutan perdesaan dan maraknya penggunaan kendaraan pribadi sehingga menyebabkan kinerja angkutan perdesaan semakin menurun. Penelitian ini bertujuan untuk menentukan strategi optimalisasi kinerja pelayanan angkutan perdesaan kode B1 rute Ngoro-Jombang berdasarkan preferensi pengguna sehingga dapat meningkatkan permintaan penggunaan angkutan perdesaan di Kabupaten Jombang.
Penelitian ini merupakan jenis penelitian kualitatif dengan pendekatan rasionalistik. Metode analisis yang digunakan yaitu skala likert dan statistik deskriptif untuk mengidentifikasi karakteristik pelayanan angkutan perdesaan berdasarkan preferensi pengguna yang terdiri dari pengguna pelajar dan non pelajar dengan jenis perjalanan bersekolah dan berbelanja. Kemudian dilanjutkan dengan penentuan variabel prioritas menggunakan metode IPGA (Importance Performance Gap Analysis) dan analisis strategi menggunakan metode triangulasi.
Berdasarkan hasil penelitian, terdapat sembilan variabel yang memiliki tingkat kinerja lebih kecil dari tingkat kepentingan yaitu variabel kecepatan perjalanan, load factor, frekuensi kendaraan, waktu tunggu angkutan, keselamatan, kenyamanan di tempat menunggu angkutan, keamanan di dalam angkutan, keamanan di tempat menunggu angkutan dan aksesibilitas, sehingga diperlukan perbaikan tingkat kinerja dari kesembilan variabel tersebut. Sedangkan lima variabel lainnya memiliki tingkat kinerja yang lebih besar dari tingkat tingkat kepentingan sehingga tidak diperlukan upaya perbaikan yaitu variabel waktu tempuh perjalanan, keterjangkauan, keandalan, kenyamanan di dalam angkutan, dan tarif. Terdapat empat variabel prioritas yang memerlukan peningkatan kinerja yaitu variabel waktu menunggu angkutan, keamanan di tempat menunggu angkutan, frekuensi kendaraan dan kenyamanan di tempat menunggu angkutan perdesaan. Pada analisis strategi untuk empat variabel prioritas menghasilkan empat belas strategi untuk peningkatan kinerja variabel tersebut.

Rural transportation is a form of public transportation service in Jombang Regency that is currently experiencing a decrease in the number of fleets and public interest, one of which occurs on the rural transportation route of the Ngoro-Jombang route. The decrease in the number of fleets is influenced by the lack of passengers due to the decline in public interest in rural transportation and the rampant use of private vehicles, causing the performance of rural transportation to decline. This study aims to determine a strategy to optimize the performance of rural transportation service code B1 on the Ngoro-Jombang route based on user preferences so that it can increase the demand for rural transportation use in Jombang Regency. This research is a type of qualitative research with a rationalistic approach.
The analysis method used is a Likert scale and descriptive statistics to identify the characteristics of rural transportation services based on user preferences, consisting of student and non-student users with the type of school and shopping trips. Then it was continued with the determination of priority variables using the IPGA (Importance Performance Gap Analysis) method and strategy analysis using the triangulation method.
Based on the results of the study, there are nine variables that have a performance level smaller than the level of importance, namely travel speed variables, load factor, vehicle frequency, transportation waiting time, safety, comfort at the transportation waiting area, safety in the transportation waiting area, and accessibility, so it is necessary to improve the performance level of these nine variables. Meanwhile, the other five variables have a performance level greater than the level of importance so that no improvement efforts are needed, namely the variables of travel time, affordability, reliability, comfort in transportation, and fares. There are four priority variables that require performance improvement, namely variables such as transportation waiting time, safety at transportation waiting areas, vehicle frequency, and comfort at rural transportation waiting areas. In the analysis of strategies for the four priority variables, fourteen strategies were produced to improve the performance of these variables.
