Abstract
Salah satu proyek pembangunan gedung kampus di Surabaya yang dibagun saat ini adalah Proyek Pembangunan Gedung Pringgodigdo Kampus B Universitas Airlangga yang berlokasi di Jl. Dharmawangsa Dalam Selatan, Airlangga, Kec. Gubeng, Surabaya, Jawa Timur. Proyek Pembangunan Gedung Pringgodigdo Unair memiliki 12 lantai dengan total luas bangunan 23.379,9 m² yang pekerjaan konstruksinya dimulai pada bulan Februari 2023. Nilai kontrak Proyek Pembangunan Gedung Pringgodigdo Kampus B Universitas Airlangga Surabaya adalah Rp 153.532.319.765,76 (tanpa PPN) yang dijadwalkan harus selesai dalam kurun waktu 540 hari kalender. Dalam pelaksanaan proyek tersebut, perlu dilakukan pengendalian dari segi biaya dan waktu. Pengendalian proyek dapat mengantisipasi hal krusial yang menyebabkan kinerja proyek yang buruk adalah ketidaksesuaian realisasi biaya terhadap anggaran biaya, waktu pelaksanaan, dan kualitas serta mutu terhadap rencana awal. Penelitian Tugas Akhir ini bertujuan untuk menganalisis kinerja proyek berdasarkan biaya dan waktu saat penelitian menggunakan metode Earned Value berdasarkan variabel yang diperoleh yaitu AC (Actual Cost), PV (Planned Value), dan EV (Earned Value), kemudian dilakukan analisis varians yaitu CV (Cost Varians), SV (Schedule Varians), dan analisis indeks nilai hasil yaitu CPI (Cost Performance Index) dan SPI (Schedule Performance Index). Selain itu, dilakukan analisis biaya dan waktu yang diperlukan hingga akhir proyek untuk menyelesaikan pekerjaan apabila kondisi diasumsikan sama pada saat penelitian menggunakan ETC (Estimated to Complete) dan EAC (Estimated at Complete) untuk segi biaya, serta TE (Time Estimated) untuk segi waktu. Hasil analisa yang dilakukan pada tinjauan terakhir yaitu minggu ke-64 menunjukkan biaya yang dikeluarkan lebih besar dari biaya yang telah dianggarkan diawal berdasarkan nilai Cost Performance Index (CPI) sebesar 0,947. Dari segi waktu pelaksanaan lebih lambat dari jadwal rencana yaitu berdasarkan nilai Schedule Performance Index (SPI) sebesar 0,704. Biaya akhir proyek selesai berdasarkan tinjauan akhir minggu ke-64 sebesar Rp 162.106.800.039,10 dengan perkiraan waktu penyelesaian proyek 91 minggu. Keterlambatan proyek disebabkan oleh beberapa faktor seperti kerusakan alat berat yang berdampak pada pengangkutan material, perubahan desain, keterlambatan material, proses approval pekerjaan.

One ongoing construction project in Surabaya is the construction of the Pringgodigdo Building for Campus B of Airlangga University, located on Jl. Dharmawangsa Dalam Selatan, Airlangga, Gubeng District, Surabaya, East Java. The Pringgodigdo Building project at UNAIR consists of 12 floors with a total building area of 23,379.9 m², construction began in February 2023. The contract value for the Pringgodigdo Building Project at UNAIR Surabaya is Rp 153,532,319,765.76 (excluding VAT) and is scheduled to be completed within 540 calendar days. Project cost and time controlling is critical during in project implementation. Project control can anticipate crucial factors that may lead to poor project performance, such as cost realization deviation from the budget, implementation time, and quality compared to the initial plan. This Final Project aims to analyze project performance based on cost and time during the study using the Earned Value method based on variables obtained, namely AC (Actual Cost), PV (Planned Value), and EV (Earned Value). Variance analysis is then conducted, including CV (Cost Variance), SV (Schedule Variance), and the analysis of result value indexes, namely CPI (Cost Performance Index) and SPI (Schedule Performance Index). Additionally, cost and time analysis required until the end of the project to complete the work under the assumed conditions during the study are conducted using ETC (Estimated to Complete) and EAC (Estimated at Complete) for the cost aspect, and TE (Time Estimated) for the time aspect. The analysis conducted in the final review, specifically in the 64th week, shows that the expenses incurred exceed the initially budgeted costs based on the Cost Performance Index (CPI) value of 0.947. In terms of implementation time, it is slower than the planned schedule based on the Schedule Performance Index (SPI) value of 0.704. The final project cost upon completion, based on the final review in the 64th week, is Rp 162,106,800,039.10 with a forecasted completion time of 91 weeks. Project delays are attributed to several factors such as heavy equipment damage affecting material transportation, design changes, material delays, and work approval processes.
