Abstract
Kecamatan Wonotirto memiliki potensi sektor unggulan di kawasan pesisir, di antaranya sektor perikanan dan sektor pariwisata. Namun, adanya potensi di sektor tersebut tidak didukung dengan baik mengenai ketersediaan dan kualitas infrastruktur yang ada. Masih banyak kerusakan pada infrastruktur tersebut sehingga tidak dapat berfungsi secara maksimal. Oleh karena itu, penelitian ini bertujuan untuk menentukan arahan pengembangan infrastruktur sektor unggulan di kawasan pesisir guna menunjang ekonomi lokal Kecamatan Wonotirto.
Terdapat dua metode yang digunakan pada penelitian ini, yakni kualitatif dan kuantitatif. Variabel yang digunakan dalam penelitian ini diantaranya, jaringan jalan, jaringan listrik, jaringan drainase, telekomunikasi, jaringan persampahan, sanitasi, jaringan air bersih, moda transportasi, sentra pengolahan ikan, pasar, cold storage, tempat pelelangan ikan, pelabuhan, SPBU, lembaga permodalan/koperasi, tempat parkir, hotel dan homestay, rumah makan, taman bermain, shelter, dan gazebo, pos kesehatan, pos keamanan, musholla, toilet, dan tickecting/information center. Sampel yang diperlukan pada penelitian ini ditentukan dengan metode purposive sampling sehingga sampel langsung dituju kepada stakeholder terkait sesuai dengan kebutuhan penelitian.
Untuk mencapai tujuan penelitian ini, ditentukan tiga sasaran penelitian. Sasaran pertama adalah menganalisis tingkat kepentingan dan tingkat kinerja kebutuhan infrastruktur kawasan pesisir Kecamatan Wonotirto. Sasaran kedua yaitu mengidentifikasi kondisi eksisting infrastruktur kawasan pesisir pada Kecamatan Wonotirto. Dan sasaran ketiga yakni merumuskan arahan pengembangan infrastruktur penunjang sektor unggulan kawasan pesisir Kecamatan Wonotirto. Dari hasil penelitian yang telah dilakukan, diketahui bahwa arahan pengembangan infrastruktur yang masuk ke dalam kategori prioritas adalah jaringan jalan, telekomunikasi, jaringan persampahan, cold storage, pos kesehatan, dan pos keamanan. Infrastruktur-infrastruktur ini telah dirumuskan arahan pengembangannya sesuai dengan prioritas yang telah didapatkan dan disesuaikan dengan lokasi yang paling optimal untuk dikembangkan agar peran dan fungsi infrastruktur tersebut dapat dirasakan secara maksimal.

The Wonotirto District has potential leading sectors in coastal areas, including the fisheries sector and the tourism sector. However, the potential in these sectors is not well supported in terms of the availability and quality of existing infrastructure. Many of these infrastructures are still damaged and cannot function optimally. Therefore, this study aims to determine the direction of infrastructure development for leading sectors in coastal areas to support the local economy of Wonotirto District.
Two methods are used in this study, namely qualitative and quantitative. The variables used in this study include road networks, electricity networks, drainage networks, telecommunications, waste management networks, sanitation, clean water networks, transportation modes, fish processing centers, markets, cold storage, fish auction sites, ports, gas stations, financial institutions/cooperatives, parking areas, hotels and homestays, restaurants, playgrounds, shelters and gazebos, health posts, security posts, prayer rooms, toilets, and ticketing/information centers. The samples needed in this study were determined using purposive sampling, so the samples were directly targeted to relevant stakeholders according to research needs.
To achieve the objectives of this research, three research targets were determined. The first target is to analyze the level of importance and performance of infrastructure needs in the coastal areas of Wonotirto District. The second target is to identify the existing condition of infrastructure in the coastal areas of Wonotirto District. The third target is to formulate directions for developing infrastructure to support the leading sectors in the coastal areas of Wonotirto District. From the research results, it is known that the infrastructure development directions that fall into the priority category are road networks, telecommunications, waste management networks, cold storage, health posts, and security posts. The development directions for these infrastructures have been formulated according to the priorities obtained and adjusted to the most optimal locations for development so that the roles and functions of these infrastructures can be maximally felt.
