Abstract
Kabupaten Kediri merupakan pusat kegiatan wilayah di Jawa Timur dengan fungsi sebagai kawasan pertanian tanaman pangan, holtikultura, perkebunan, kehutanan, peternakan, pertambangan, pendidikan, kesehatan, pariwisata, perikanan, dan industri. Adanya pembangunan Bandara Dhoho Kediri seluas 321 Hektar menyebabkan terjadinya pembebasan lahan, baik lahan yang terbangun maupun lahan pertanian milik masyarakat. Ahli fungsi lahan memiliki berbagai dampak dan salah satunya berdampak pada ekonomi. Penelitian ini bertujuan untuk mengidentifikasi dampak pembebasan lahan Bandara Udara Dhoho Kabupaten Kediri terhadap ekonomi masyarakat. Untuk mencapai tujuan tersebut disusun dua sasaran yaitu mengidentifikasi faktor-faktor yang terpengaruh oleh pembebasan lahan dan mengidentifikasi perubahan faktor-faktor yang terdampak pembebasan lahan di Desa Grogol.
Penelitian ini menggunakan teknik analisa delphi dengan melibatkan stakeholder untuk menjawab sasaran pertama. Analisa delphi yang dilakukan melalui satu kali tahap iterasi yang menghasilkan sebelas faktor yang terpengaruh oleh pembebasan lahan. Untuk menjawab sasaran kedua, penelitian ini menggunakan teknik analisis statistik deskriptif dengan penyebaran kuesioner kepada masyarakat Desa Grogol. Hasil penelitian ini menunjukkan bahwa pembebasan lahan di Desa Grogol memberikan dampak yang baik terhadap ekonomi masyarakat, hal ini dilihat dari perubahan mata pencaharian masyarakat serta peningkatan pendapatan dan pengeluaran. Selain itu diketahui bahwa masyarakat dapat memenuhi indikator kesejahteraan seperti kemudahan dalam mendapatkan pelayanan kesehatan, pendidikan, transportasi, dan fasilitas tempat tinggal.

Kediri District is the center of regional activities in East Java with functions as an agricultural area for food crops, horticulture, plantations, forestry, livestock, mining, education, health, tourism, fisheries, and industry. The existence of the construction of Dhoho Kediri Airport covering an area of 321 Hectares causes land acquisition, both built-up land and community-owned agricultural land. Land use experts have various impacts and one of them has an impact on the economy. This study aims to identify the impact of land acquisition of Dhoho Airport in Kediri Regency on the community's economy. To achieve this goal, two objectives were set, namely identifying factors affected by land acquisition and identifying changes in factors affected by land acquisition in Grogol Village.
This study used the delphi analysis technique by involving stakeholders to answer the first objective. The delphi analysis conducted through one iteration stage resulted in eleven factors affected by land acquisition. To answer the second objective, this study used descriptive statistical analysis techniques by distributing questionnaires to the people of Grogol Village. The results of this study show that land acquisition in Grogol Village has a good impact on the community's economy, this can be seen from changes in community livelihoods as well as increased income and expenditure. In addition, it is known that the community can meet welfare indicators such as ease in obtaining health services, education, transportation, and housing facilities.
