Abstract

Pasar malam adalah pasar yang beroperasi malam hari, menyediakan berbagai produk dan hiburan, serta menjadi daya tarik pariwisata di seperti Asia Timur dan Asia Tenggara.Di Indonesia.Contoh pasar malam modern adalah Pasar Malam Banjir Kanal Timur, yang berkembang setelah Banjir Kanal Timur selesai pada 2010. Pasar ini memiliki multifungsi, termasuk ruang usaha UMKM.Dalam Rencana Tata Ruang Wilayah (RTRW) DKI Jakarta Tahun 2030, kawasan sepanjang Banjir Kanal Timur dirancang sebagai kawasan strategis lingkungan yang dapat dimanfaatkan untuk kegiatan ekonomi informal tanpa merugikan lingkungan sekitar. Namun, pertumbuhan pesat pedagang di kawasan ini menyebabkan aksesibilitas dan kenyamanan, serta konflik pemanfaatan ruang publik. Para pedagang juga mengganggu fungsi jalan dan lingkungan sekitar menjadi kumuh, serta ada indikasi pembayaran lahan oleh oknum masyarakat untuk berdagang.Konsep Placemaking dapat menjadi solusi menciptakan ruang yang nyaman untuk kegiatan masyarakat dengan pendekatan yang mengutamakan kepentingan manusia dalam perancangan. Untuk menyelesaikan masalah ini, diperlukan penelitian mendalam tentang alasan dan motivasi para aktor dalam memilih lokasi ini, serta peninjauan proses terbentuknya kawasan ini dari perspektif Placemaking sebelum intervensi oleh pemerintah, tujuan dari penelitian ini adalah untuk mengkaji proses Placemaking yang terjadi di pasar malam kawasan Banjir Kanal Timur dengan mengidentifikasi faktor-faktor pendorong pembentukan tempat (place) dari kawasan pasar malam, Banjir Kanal Timur.Adapun sasaran pada penelitian ini, yang pertama menganalisis faktor-faktor pendorong pembentuk (place) kawasan pasar malam Banjir Kanal Timur, dan yang kedua adalah proses Placemaking pada kawasan pasar malam Banjir Kanal Timur. Dari content analysis 11 (sebelas) faktor bepengaruh yaitu Friendly (Ramah), Interactive( Interaktif), welcoming (Menerima), Tingkat Keterjangkauan, Vital, Aktif, Berguna, Perayaan, Safe(Aman), Clean (Bersih), Attractive( Menarik), lalu dilakukan pendialogan dengan mengkaji hasil analisis dengan, teori terkait, tinjauan kebijakan dan fakta empiri sehingga mendapatkan penjelasan tentang proses Placemaking sebagai berikut dari variabel Friendly (Ramah), sikap ramah dari masyarakat lokal di kawasan Banjir Kanal Timur berperan penting dalam terbentuknya pasar malam di sana. Keramahan masyarakat menciptakan pengalaman positif bagi pendatang, membangun citra positif kawasan, dan mendorong mereka untuk kembali. Hal ini menyebabkan meningkatnya aktivitas masyarakat dan menarik pedagang, sehingga terbentuklah pasar malam. Selain itu, tidak adanya respon negatif dari pemerintah lokal, dengan hanya melakukan tugas pemeliharaan dan penataan, turut mendukung keberlanjutan kegiatan di kawasan tersebut, hasil dari penelitian ini diharapakan dapat dijadikan gambaran pemerintah untuk pengembangan pada kawasan pasar malam banjir kanal timur, sehingga dapat mengoptimalkan kawasan pasar malam banjir kanal timur.

A night market is a market that operates at night and offers various daily necessities, as well as entertainment for all ages, making it a tourist attraction. Night markets are commonly found in subtropical and tropical countries with warm night weather, such as in East and Southeast Asia. These markets provide a variety of products, ranging from food, clothing, and toys to small items at affordable prices. Night markets in Indonesia, such as Pasar Gambir, have existed since the Dutch colonial era and have continued to develop with local cultural influences. An example of a modern night market is Pasar Malam Banjir Kanal Timur, which developed after the completion of the Banjir Kanal Timur project in 2010. This market serves multiple functions, including as a business space for street vendors (UMKM) due to its high accessibility. According to the Spatial Plan (RTRW) of DKI Jakarta for 2030, the area along the Banjir Kanal Timur is designed as a strategic environmental zone that can be used for informal economic activities without harming the surrounding environment. However, the rapid growth of vendors in this area has caused accessibility and comfort issues, as well as conflicts over public space usage. The vendors also disrupt the function of roads, making the surrounding environment unsightly, and there are indications of land payments to certain individuals for trading spaces. The concept of Placemaking can be a solution to create comfortable spaces for community activities with a human-centered design approach. To solve these problems, in-depth research is needed on the reasons and motivations of the actors in choosing this location, as well as a review of the formation process of this area from a Placemaking perspective before further government intervention. The aim of this research is to study the Placemaking process occurring at the night market in the Banjir Kanal Timur area, East Jakarta, by identifying the driving factors behind the formation of the place. The targets of this research are, firstly, to analyze the driving factors shaping the night market area at Banjir Kanal Timur, and secondly, to study the Placemaking process in this night market area. From the content analysis, twelve influencing factors were identified: Friendly, Interactive, Welcoming, Accessibility Level, Connectivity Level, Vital, Active, Useful, Celebration, Safe, Clean, and Attractive. These factors were discussed through a review of previous analyses, related theories, policy reviews, and empirical facts to explain the Placemaking process. For the Friendly variable, the friendly attitude of the local community in the Banjir Kanal Timur area plays an important role in the formation of the night market there. The friendliness of the community creates a positive experience for visitors, builds a positive image of the area, and encourages them to return. This leads to increased community activities and attracts vendors, thus forming the night market. Additionally, the lack of negative responses from the local government, shown by merely performing basic maintenance and organization tasks, supports the sustainability of activities in the area. The results of this research are expected to provide a framework for the government to develop the night market area at Banjir Kanal Timur, thereby optimizing the night market area.
