Abstract

Wilayah Sungai Bengawan Solo sering mengalami kekeringan saat musim kemarau dan bencana banjir saat musim penghujan. Kekeringan nantinya berdampak pada suplai kebutuhan air baku dan air irigasi berdampak pada perekonomian masyarakat. Agar dapat menyelesaikan permasalahan tersebut KEMEN PUPR membangun Bendungan Jlantah yang terletak di dua desa yaitu Desa Tlobo dan Karangsari, Kecamatan Jatiyoso, Kabupaten Karanganyar, Jawa Tengah. Dengan adanya Bendungan Jlantah diharapkan menjadi solusi dalam memenuhi kebutuhan air bersih dan kebutuhan air irigasi terutama pada musim kemarau. Guna mencapai pemanfaatan dari bendungan yang optimal, maka dilakukan optimasi pada Bendungan Jlantah dengan tujuan memaksimalkan fungsi waduk. Optimasi ini dilakukan dengan bantuan program linier. Dimana optimasi dilakukan dengan fungsi tujuan, yakni keuntungan maksimum operasi waduk dengan mempertimbangkan kebutuhan minimum sebagai air baku, irigasi, dan pembangkit listrik menggunakan program linier. Dari analisis yang telah dilakukan, didapatkan keuntungan maksimal pada alternatif 1 dengan kondisi nilai debit air baku konstan setiap tahunnya selama 17 tahun, debit kebutuhan irigasi menggunakan pola tanam Padi – Padi – Padi dan Palawija dengan masa awal tanam November I, dan PLTA menyala sebanyak 757 kali selama 17 tahun sebesar Rp 2.336.863.704.884.

ThThe Bengawan Solo River Basin often experiences drought during the dry season and floods during the rainy season. Drought will have an impact on the supply of raw water and irrigation water needs, which will have an impact on the community's economy. To overcome these problems, the Ministry of Public Works and Housing (PUPR) has built the Jlantah Dam, which is located in two villages, Tlobo Village and Karangsari Village, Jatiyoso District, Karanganyar Regency, Central Java. The Jlantah Dam is expected to be a solution to meet the need for clean water and irrigation water, especially during the dry season. In order to achieve optimal utilization of the dam, optimization is carried out on the Jlantah Dam with the aim of maximizing the function of the reservoir. This optimization is carried out using a linear programming program. Where optimization is carried out with the objective function, namely the maximum profit from dam operation by considering the minimum needs for raw water, irrigation, and hydropower using linear programming. From the analysis that has been carried out, the maximum profit is obtained in alternative 1 with the condition of a constant raw water discharge value every year for 17 years, the irrigation requirement discharge using the Rice - Rice - Rice and Palawija cropping pattern with the initial planting period in November I, and the PLTA is on for 757 times during 17 years amounting to Rp 2.336.863.704.884.
