Abstract

Pembangunan merupakan salah satu proyek prioritas strategis yang tercantum dalam Rencana Pembangunan Jangkan Menengah Nasional 2020 – 2024 (RPJMN, 2020). Meskipun laju deforestasi telah berkurang signifikan apabila dibandingkan dengan sebelum tahun 2000, area tutupan hutan diperkirakan tetap akan menurun dari 50% luas lahan total Indonesia yaitu 188 juta hektar are pada tahun 2017 akan menjadi 38% pada tahun 2045. Selain itu, pengaruh dari perubahan iklim juga akan berdampak bagi peningkatan resiko kelangkaan air baku. Sehingga luas wilayah kritis air juga diperkirakan akan meningkat dari 6% pada tahun 2000 menjadi 9,6% pada tahun 2045 (RPJMN, 2020). Provinsi Jawa Timur dengan tingkat produktivitas air bersih tertinggi memiliki empat pembagian volume produksi air bersih. Salah satu wilayah pada badan koordinasi wilayah (Bakorwil) 1 adalah Kota Blitar (Kominfo Jatim, 2023). Air baku yang digunakan PDAM Kota Blitar dalam proses produksi air minum merupakan air sumur. Karakteristik kualitas air sumur yang digunakan dalam pengelolaan PDAM memiliki kandungan terlarut berupa zat besi (Fe) dan juga mangan (Mn) yang tinggi, sehingga timbulnya endapan pada luaran air yang diproduksi menyebabkan air menjadi keruh serta berbau. Perencanakan alternatif sistem dan struktur bangunan pengolahan air minum di Kota Blitar memerlukan beberapa data yang digunakan selama proses perencanaan dan perhitungan preliminary design. Sesuai dengan Permen PU No.18 tahun 2007 pegumpulan data mutu kualitas air dan kepadatan penduduk dilakukan agar dapat merencanakan tipe, jenis dan jumlah bangunan untuk pengolahan air baku menjadi air bersih. Sedangkan SNI 2847 tahun 2019 mengisyartakan untuk pekerjaan konstruksi beton bertulang dan SNI 8460 tahun 2017 mengistruksikan data tanah untuk perhitungan kemampuan kekuatan struktur bawah sehingga dapat menampung beban yang bekerja. Adapun perencanaan alternatif bangunan pengolahan air minum berdasarkan kualitas air baku dengan parameter total suspended soil (TSS) adalah 80.64 mg/L, sementara kualitas baku mutu standar yaitu sebesar 50 mg/L, maka parameter tersebut dijadikan acuan dalam perencanaan alternatif bangunan yang direncanakan. Alternatif bangunan pengolahan air yang direncanakan adalah intake, prasedimentasi, koagulasi, flokulasi, sedimentasi, rapid sand filter, desinfeksi, reservoir, sludge drying bed, rumah pompa, serta dimensi struktur tebal dinding beton dan kebutuhan diameter tulangan yang sudah perhitungkan membutuhkan biaya sebesar Rp34,542,263,441,-

Infrastructure development is one of the strategic priority projects listed in the National Medium Term Development Plan 2020 – 2024 (RPJMN, 2020). Even though the rate of deforestation has decreased significantly compared to before 2000s, the area of forest cover is estimated to remain from 50% of Indonesia's total land area, namely 188 million hectares in 2017, to 38% in 2045. In addition, the influence of climate change will also have an impact on increasing the risk of raw water scarcity. So the area of critical water areas is also predicted to increase from 6% in 2000s to 9.6% in 2045s (RPJMN, 2020). East Java is Province with the highest level of clean water productivity, It has four divisions of clean water production volume. One of the regions in the regional coordinating body (Bakorwil) 1 is Blitar City (Kominfo Jatim, 2023). The raw water used by PDAM Blitar City in the drinking water production process is well water. The quality characteristics of well water used in PDAM management have high dissolved content in the form of iron (Fe) and also manganese (Mn), so that sediment forms in the output of the water produced, causing the water to become cloudy and smelly. Alternative plan of drinking water treatment systems and building structures in Blitar City requires several data that are used during the planning process and preliminary design calculations. In accordance with Minister of Public Works Regulation No. 18 of 2007, data on water quality and population density is collected in order to plan the type, kind (SNI 2847, 2019) and number of buildings for processing raw water into clean water. Meanwhile, SNI 2847 of 2019 provides for reinforced concrete construction work and SNI 8460 of 2017 instructs soil data for calculating the strength capacity of the lower structure so that it can accommodate the working load. The alternative planning for drinking water treatment buildings is based on raw water quality with a total suspended soil (TSS) parameter of 80.64 mg/L, while the standard quality is 50 mg/L, so these parameters are used as a reference in planning alternative plans for the planned building. The planned alternative water treatment buildings are intake, pre-sedimentation, coagulation, flocculation, sedimentation, rapid sand filter, disinfection, reservoir, sludge drying bed, pump house, as well as structural dimensions for the thickness of the concrete walls and the required diameter of the reinforcement which has been calculated at a cost of IDR 34. 542,263,441,-
