Abstract
Penelitian ini bertujuan untuk meningkatkan kinerja sistem drainase di Central Processing Plant (CPP) proyek operasional migas, khususnya JOB Pertamina Medco E&P Tomori, sesuai dengan Peraturan Menteri Negara Lingkungan Hidup No. 19 tahun 2010. Masalah utama yang dihadapi adalah genangan dan banjir yang disebabkan oleh perubahan fisik, iklim, dan pemanasan global, yang pada September 2023 mengancam fasilitas produksi serta berisiko menyebabkan unplanned shutdown dan kerugian finansial. Melalui wawancara dengan pihak JOB Tomori, teridentifikasi kekhawatiran mengenai kerusakan fasilitas produksi dan hilangnya kesempatan produksi akibat gangguan tersebut. Penelitian ini melakukan analisis mendalam untuk mengembangkan solusi efektif dan berkelanjutan terhadap permasalahan drainase di CPP dengan mengusulkan pembangunan boezem yang dilengkapi sistem pompa untuk mengatur volume air masuk ke saluran kawasan. Analisis sistem drainase dilakukan menggunakan perangkat lunak EPA SWMM untuk mengidentifikasi parameter optimal dalam pola operasi pompa dan boezem. Hasil menunjukkan bahwa sistem drainase eksisting tidak mampu menampung debit hujan yang tinggi, terutama di area 1, 2, dan 3. Solusi yang diusulkan meliputi rehabilitasi saluran, pembangunan boezem, penggunaan pompa Axial Flow, dan pemasangan pintu air. Dua skenario pengendalian air direncanakan: 1) boezem dan pompa, dan 2) boezem, pompa, serta pintu air. Estimasi biaya untuk rencana ini mencakup rehabilitasi saluran di area 1, 2, dan 3 dengan total anggaran sekitar Rp576.864.000,00, dan untuk solusi backwater dengan boezem dan pompa, biaya diperkirakan Rp822.298.000,00, sementara dengan tambahan pintu air mencapai Rp860.166.000,00. Penelitian ini bertujuan untuk memastikan pengelolaan air yang optimal dan berkelanjutan, serta mencegah risiko banjir di masa depan.

This study aims to improve the performance of the drainage system at the Central Processing Plant (CPP) of an oil and gas operational project, specifically JOB Pertamina Medco E&P Tomori, in accordance with the Minister of Environment Regulation No. 19 of 2010. The main issue faced is flooding and inundation caused by physical changes, climate change, and global warming, which in September 2023 threatened production facilities and posed a risk of unplanned shutdowns and financial losses. Interviews with JOB Tomori revealed concerns about potential damage to production facilities and loss of production opportunities due to these disruptions. This research conducts an in-depth analysis to develop effective and sustainable solutions to the drainage problems at CPP by proposing the construction of a boezem equipped with a pumping system to regulate the volume of water entering the area channels. Drainage system analysis is conducted using EPA SWMM software to identify optimal parameters in the operation pattern of pumps and boezems. The results show that the existing drainage system is unable to accommodate high rainfall discharge, especially in areas 1, 2, and 3. The proposed solutions include channel rehabilitation, construction of boezems, use of Axial Flow pumps, and installation of sluice gates. Two water management scenarios are planned: 1) boezem and pump, and 2) boezem, pump, and sluice gate. The cost estimation for this plan includes channel rehabilitation in areas 1, 2, and 3 with a total budget of approximately IDR 567,864,000.00, and for backwater solutions with boezem and pump, the cost is estimated at IDR 822,298,000.00, while with the addition of a sluice gate, it reaches IDR 860,166,000.00. This research aims to ensure optimal and sustainable water management and prevent flood risks in the future.
