Abstract

Tiga Kecamatan di Kabupaten Klungkung Provinsi Bali merupakan kecamatan yang kebutuhan air bakunya masih belum terpenuhi. Kondisi daerah ini pada saat musim kemarau mengalami kesulitan air. Saat ini pemenuhan kebutuhan air baku untuk keperluan masyarakat sehari-hari seperti minum, mandi, cuci dan kakus merupakan masalah yang serius di Kabupaten Klungkung. Salah satu faktor penyebabnya adalah belum meratanya pelayanan fasilitas air bersih dari Perusahaan Daerah Minum Air (PDAM) setempat. Oleh karena itu diharapkan suatu jalan keluar yang dapat mengatasi masalah kebutuhan air baku penduduk, untuk menampung air saat hujan turun, memanfaatkan aliran Sungai yang Bernama Sungai Tukad Unda yang tersedia sepanjang tahun dalam sebuah bentuk bangunan penampungan air dalam hal ini adalah embung. Untuk merencanakan embung dilakukan beberapa analisis. Analisis tersebut meliputi analisis hujan rencana menggunakan distribusi Gumbel, analisis banjir rencana menggunakan metode hidrograf Nakayasu, analisis debit andalan menggunakan metode Fj Mock dan analisis kebutuhan air penduduk pada 3 Kecamatan. Selain itu dilakukan analisis keseimbangan air menggunakan kapasitas embung untuk melihat apakah tampungan embung mampu memenuhi kebutuhan air dan untuk mengetahui debit yang melimpas pada bangunan pelimpah. Tubuh Embung menggunakan tipe urugan tanah didapatkan luas area embung sebesar 6.49 Ha dan dapat menampung air sebesar 145,576 m3. Dari perhitungan yang telah dilakukan Embung Tukad Unda dapat memenuhi kebutuhan air baku di 3 Kecamatan sebesar 0.34 m3/dt.. Desain Embung memiliki tinggi tubuh embung sebesar 4 m, kemiringan tubuh embung 1:1,5. Pelimpah menggunakan tipe Ogee dengan lebar bangunan pelimpah 3 m, panjang kolam olak 7.68 m dengan tipe kolam olak yaitu USBR tipe III. Pada bangunan pelimpah telah dilakukan analisis stabilitas terhadap guling dan geser tanpa gempa dan terhadap gempa, untuk keamanan pada bangunan pelimpah dinyatakan aman terhadap stabilitas guling dan geser. Pada konstruksi tubuh embung juga telah dilakukan dianalisis dengan perhitungan manual menggunakan metode bishop dan menggunakan software Geostudio saat kondisi kosong, kondisi muka air normal, kondisi muka air banjir, kondisi surut cepat dan kondisi gempa untuk faktor keamanannya dinyatakan aman terhadap stabilitas pada setiap kondisinya

Three Sub-districts in Klungkung Regency, Bali Province are sub-districts whose raw water needs have not been met. The condition of this area during the dry season experiences water shortages. Currently, the fulfillment of raw water needs for daily community needs such as drinking, bathing, washing and toilets is a serious problem in Klungkung Regency. One of the contributing factors is the unequal distribution of clean water facilities from the local Regional Drinking Water Company (PDAM). Therefore, a solution is expected that can overcome the problem of raw water needs for residents, to accommodate water when it rains, utilizing the flow of the River called the Tukad Unda River which is available throughout the year in a form of water reservoir building in this case is a reservoir. To plan the reservoir, several analyses were carried out. The analysis includes analysis of planned rainfall using the Gumbel distribution, analysis of planned floods using the Nakayasu hydrograph method, analysis of mainstay discharge using the Fj Mock method and analysis of water needs for residents in 3 Sub-districts. In addition, a water balance analysis was carried out using the reservoir capacity to see whether the reservoir capacity is able to meet water needs and to determine the discharge that overflows the spillway structure. The reservoir body uses a landfill type, the reservoir area is 6.49 Ha and can accommodate 145,576 m3 of water. From the calculations that have been made, the Tukad Unda Reservoir can meet the raw water needs in 3 Districts of 0.34 m3/sec. The reservoir design has a reservoir body height of 4 m, a reservoir body slope of 1:1.5. The spillway uses the Ogee type with a spillway building width of 3 m, a stilling basin length of 7.68 m with a stilling basin type, namely USBR type III. On the spillway building, a stability analysis has been carried out against rolling and sliding without earthquakes and against earthquakes, for the safety of the spillway building it is stated to be safe against rolling and sliding stability. The construction of the reservoir body has also been analyzed with manual calculations using the bishop method and using Geostudio software when empty, normal water level conditions, flood water level conditions, rapid receding conditions and earthquake conditions for the safety factor it is stated to be safe against stability in each condition
