Abstract

Infrastructure development and expansion are inevitable alongside the dynamic needs of an increasingly large population. This impacts land use and landcover changes, thereby affecting hydrological processes in watersheds. This study aimed to determine the changes in river flow hydrographs due to land use and cover changes in the Sarokah Watershed, Sumenep Regency, covering an area of ± 472.22 km². This study uses secondary data, including rainfall data, measured discharge, 2043 spatial plan maps (RTRW), soil type maps, and topographic maps. Land use and land cover changes were analyzed using satellite imagery from 2002, 2013, and 2023. The Sarokah Watershed experienced a reduction in land use areas from 2002 to 2023, with decreases of 1.41% in water bodies, 14.28% in paddy fields, and 2.78% in forest areas. Conversely, there were increases in built-up areas (3.23%), plantations (8.09%), open land (0.82%), and shrubland (6.33%). Modeling was carried out using HEC-HMS with the SCS (Soil Conservation Service) method, calibrated on the parameters of initial abstraction, curve number (CN), and lag time. The calibration and validation of the HEC-HMS Hydrological Model for Sarokah Watershed Model 01 yielded average statistical parameter values of R² = 0.71 (good), RMSE Stdev = 0.6 (fair), and NSE = 0.67 (fair). The land use and cover changes from 2002to2023 showed an average peak discharge increase of 24.82%. The predicted peak discharge values for land use and cover changes from 2023 to 2043 are 15.70% based the prediction map and 57.97% based on the 2043 spatial plan map of the regency.
