Abstract

Tujuan dari penelitian ini adalah mengevaluasi kebijakan pembagian WP berdasarkan pengaruh aglomerasi yang terjadi terhadap produktivitas di sektor industri pengolahan di Provinsi Jawa Timur. Provinsi Jawa Timur sebagai provinsi dengan PDRB tertinggi kedua di Indonesia memiliki berbagai potensi ekonomi yang beragam. Berdasarkan potensi yang dimiliki setiap daerah, Pemerintah Provinsi Jawa Timur menetapkan adanya delapan Wilayah Pengembangan (WP). Berdasarkan dokumen RTRW Provinsi Jawa Timur 2011-2031, Pengembangan WP dilakukan sesuai dengan fungsi dan perannya. Sayangnya, efektivitas dari kebijakan penetapan delapan WP di Provinsi Jawa Timur belum diketahui karena terbatasnya penelitian ilmiah yang mengkaji pengaruh adanya WP terhadap produktivitas ekonomi daerah. Pada penelitian ini, hasil estimasi untuk input aglomerasi ekonomi konsisten dengan teori, di mana limpahan pengetahuan berdampak positif terhadap tingkat produktivitas. Secara umum, selama periode 2019-2023 industri pengolahan di Provinsi Jawa Timur mengalami kemajuan teknis yang berimplikasi kepada peningkatan produktivitas perusahaan di sektor industri pengolahan di Provinsi Jawa Timur.

The purpose of this study is to evaluate the WP division policy based on the effect of agglomeration on productivity in the processing industry sector in East Java Province. East Java as the province with the second highest GDRP in Indonesia has various economic potentials. Based on the potential of each region, the East Java Provincial Government established eight Development Areas (WP). Based on the RTRW document of East Java Province 2011-2031, WP development is carried out in accordance with its function and role. Unfortunately, the effectiveness of the policy of establishing eight WPs in East Java Province is not yet known due to the limited scientific research that examines the effect of WPs on regional economic productivity. In this study, the estimation results for economic agglomeration inputs are consistent with the theory, where knowledge spillover has a positive impact on productivity levels. In general, during the 2019-2023 period, the processing industry in East Java Province experienced technical progress which had implications for increasing the productivity of companies in the processing industry sector in East Java Province.
