Abstract
Banjir merupakan persoalan besar bagi kota Surabaya, sebagian wilayah Surabaya yang termasuk kawasan rawan banjir adalah Kawasan Jalan Dukuh Kupang. Sebagai langkah awal untuk mendapatkan informasi penanggulangan risiko akibat bencana yang ditimbulkan, diperlukan sebuah pendekatan berupa pemodelan. Dalam penelitian ini dilakukan pemodelan tiga dimensi bangunan dengan memperhatikan Level of Detail (LOD) 2. Data yang digunakan yaitu data ortofoto dan DSM (Digital Surface Model) hasil akuisisi UAV, serta DTM (Digital Terrain Model) hasil akuisisi LiDAR. Sementara itu, digunakan data hidrologi yang dihasilkan dari pengolahan data curah hujan harian maksimum periode 10 tahun untuk mendapatkan pemodelan banjir menggunakan metode rain on grid. Penelitian ini menghasilkan model sebanyak 551 bangunan pada lokasi penelitian dengan RMSE sebesar 0,756 m. Sementara itu, pemodelan banjir menghasilkan genangan banjir pada Sub Sistem Drainase Saluran Sekunder Simo Gunung dengan rentang kedalaman 0,15 m - 1,5 m dengan rumah yang terdampak banjir pada lokasi penelitian sejumlah 160 bangunan. Bangunan yang terdampak banjir tentu menimbulkan sejumlah kerugian bagi pemiliknya, sehingga asuransi banjir dianggap penting karena dapat mengurangi risiko finansial terhadap kerusakan properti setelah terjadinya bencana banjir. Meskipun demikian, berdasarkan penelitian yang dilakukan terhadap 49 masyarakat di kawasan jalan Dukuh Kupang, hasilnya menunjukkan bahwa genangan banjir tidak berpengaruh terhadap ketertarikan masyarakat dalam asuransi, hal tersebut berdasarkan data sebanyak 100% responden tidak berpartisipasi dalam asuransi. Terdapat 3 alasan yang mendasari masyarakat untuk tidak berpartisipasi dalam asuransi, sebanyak 44,90% responden menganggap bahwa premi asuransi mahal, sementara 30,61% responden merasa tidak membutuhkan asuransi, dan sebanyak 24,49% persen responden tidak memahami terkait asuransi bangunan.

Flooding is a major problem for the city of Surabaya, some areas of Surabaya that are flood-prone areas are the Jalan Dukuh Kupang area. As an initial step to obtain information on preventing risks due to disasters caused, an approach in the form of modeling is needed. In this study, three-dimensional modeling of buildings was carried out by considering Level of Detail (LOD) 2. The data used were orthophoto data and DSM (Digital Surface Model) from UAV acquisition, as well as DTM (Digital Terrain Model) from LiDAR acquisition. Meanwhile, hydrological data was used which was produced from processing daily rainfall data for a maximum of 10 years to obtain flood modeling using the rain on grid method. This study produced a model of 551 buildings at the research location with an RMSE of 0.756 m. Meanwhile, describing the flood produced a prediction on the Simo Gunung Secondary Drainage Sub System with a depth of 0.15 m - 1.5 m with houses affected by the flood at the research location totaling 160 buildings. Buildings affected by flooding certainly cause a number of losses for their owners, so flood insurance is considered important because it can reduce the financial risk of property damage after a flood disaster occurs. However, based on a study conducted on 49 communities in the Dukuh Kupang road area, the results showed that flooding did not affect community interest in insurance, this was based on data that 100% of respondents did not participate in insurance. There are 3 reasons underlying the community not to participate in insurance, as many as 44.90% of respondents think that insurance premiums are expensive, while 30.61% of respondents feel they do not need insurance, and as many as 24.49% of respondents do not understand building insurance.
